Lack of places in kindergartens forces parents to use various corruption schemes in order to get a coveted place in kindergarten.

Sabina L. (all names have been changed) from Tashkent put her son on the online queue for kindergarten when he was one and a half years old. Now her child is 4.5 years old, but the turn to the selected kindergarten has not yet reached him.

“I knew that when my child was three years old, I would have to go to work. Therefore, I put my son in line in the garden in advance. He is already 4.5 years old, but we still have not received our ticket. I am offered to choose another garden, since this one is overcrowded, but this is the institution I need,” she said.

The problem of placing a child in kindergartens in Uzbekistan is not new. Difficulties with the coverage of the population with preschool education have existed for many years. Until 2018, it was possible to place a child in a preschool institution only at the place of residence of the parents. Most often, the kindergartens in the micro-site were overcrowded, but for a fee, it was always possible to arrange a child in any other preschool.

Since 2018, Uzbekistan has introduced an online system for placing a child in a kindergarten through a single portal of interactive public services (SPIS). This system was supposed, among other things, to eradicate corruption. But in practice this did not happen.

CABAR.asia talked to some parents who were trying to place their children in kindergartens in Tashkent, they agreed to talk about the situation on the rights of anonymity.

“Online registration is like a lottery. Today, through this portal, you can put your child on the waiting list for three kindergartens at once. In some cases, you can get a ticket almost immediately, within a week, but in others, you have to wait for years, ”said one of the young mothers, who introduced herself as Malyudoy .

It seems that the introduction of the online system did not solve the problem of corruption as planned.

“Now, if necessary, parents go directly to the director of the institution, “negotiate” with him and take the child unofficially. If the institution expects a commission, then moms and dads are warned not to bring the child on that day,” Khanifa , another parent from Tashkent, told CABAR.asia .

“At the same time, now there is always an option to send the baby to a private kindergarten. But can a person with a salary of three million Uzbek sums (about $300) afford to pay 2.5 million (about $250) for a garden?” she said.

Despite the fact that the level of coverage of children aged 3-7 years with preschool education, according to the official information of the Ministry of Preschool Education, is 69. 4%, and the coverage of children aged 6 years with the system of preparation for school has reached 84 percent, the annual population growth in the country is slightly more than half a million people, which makes it problematic for all children to be covered by pre-school education institutions.

It cannot be said that the Uzbek authorities are not trying to solve the problem of the shortage of kindergartens. Private kindergartens do not solve the problem

“Today we notice the state’s trust in the private sector in this matter.
