Rates for 24-hour Residential Child-Care Reimbursements
The Texas Health and Human Services Commission (HHSC) developed the following payment rates for the 24-Hour Residential Child Care (Foster Care) program operated by the Department of Family and Protective Services (DFPS). HHSC authorized DFPS to implement these recommended payment rates effective September 1, 2019.

Preparing for kindergarten – the expert answered the main questions of parents – Teacher’s newspaper
Tatyana Butskaya – First Deputy Chairman of the Committee on Family, Women and Children of the State Duma – answered parents’ questions about kindergartens: enrollment, queues, regime, food and benefits.

What a child should be able to do before kindergarten
A three-year-old child should at least be able to take care of himself: hold a spoon, drink from a cup, be able to do without diapers, try to dress on his own, but with a little help adult. It is important for a beginner preschooler to be accustomed to the fact that there are other adults besides mom and dad. Therefore, it is useful for the child to take walks more often so that he can actively communicate with children and their parents. Such socialization will be very useful in kindergarten.
At what age to start kindergarten
Some nurseries are open for children from the age of 2 months. And usually a child is taken to kindergarten from the age of 3. However, not all parents are aware of the existence of preparatory groups where you can send a child from 2 years old for 3 hours a day. There he will have time to play with the children, eat. This experience has a positive effect on him: later the child goes to kindergarten calmer and less sick.
How parents can overcome their fear of sending their child to kindergarten
It is very difficult for many people to send a child to kindergarten who is nearby 24 hours a day. However, this step is extremely important – it will be easier for the baby to study at school later. So it is worth preparing both yourself and the child for the children’s team. Communicate more with others, observe the daily routine. It is important for a child to understand that getting up is “not when you wake up, but at 7 in the morning, in order to be in the kindergarten at 8”.
It is good to teach children to proper nutrition – not to pasta and sausages, but to what they will be fed in the garden: casseroles, meatballs, cereals. “After all, kindergarten is about health, because we, parents, can sometimes allow a child something extra, and in kindergarten everything is very strict,” said Tatyana Butskaya.
The pediatrician does not let you into the garden because of low hemoglobin
Low hemoglobin can be a sign of an infectious disease. Therefore, communication with the pediatrician must be continued in order to find the cause of the decrease in hemoglobin.
Funding for the needs of groups and kindergarten
Repairs in the group, purchase of toys and stationery, sand and paint for the plots, carpets for the playroom, water and coolers, dishes, toilet paper and detergents, security and cameras – all this paid by the state. Parents are not entitled to take money for any of the above items.
Do parents need to do chores in the kindergarten
As for painting the playground, repairing booths, clearing snow on the yard and washing windows, there is a wonderful word “subbotnik”. Often, children prepare a concert on this occasion and decorate the group with balloons. Parents can help the kindergarten: wash the windows and touch up something. However, it should be fun. No one can force you to participate in the subbotnik.
Queues and places in kindergartens
If after three years they did not give a place in a kindergarten, it is impossible to extend the decree for this reason. However, you can definitely find a place in a kindergarten if you are a citizen of the Russian Federation and have registration at the place of residence. The only question that can arise is where the garden will be located. The size of the group is calculated not by the number of kids attending it, but by the number of square meters per child in the group. Therefore, the number of children’s team – plus or minus 30 people. If there is no place in the garden near the house, then it is given in the garden of your area, but further from the house. As soon as a place becomes available in the nearest preschool, you will immediately receive an invitation. There is no such feature with schools, they are obliged to accept your child.

About the occupancy of groups

According to a recent law, children from the same family must be given places in the same kindergarten. If you want to transfer your child to another kindergarten, it is possible.
