Adult Day Health Care
What is Adult Day Health Care?
Adult Day Health Care is a program Veterans can go to during the day for social activities, peer support, companionship, and recreation.
The program is for Veterans who need help with activities of daily living. Examples include help with bathing, dressing, or fixing meals. This program is also for Veterans who are isolated or their caregiver is experiencing burden. Adult Day Health Care can be used in combination with other Home and Community Based Services.
Health services such as care from nurses, therapists, social workers, and others may also be available. Adult Day Health Care can provide respite care for a family caregiver and can also help Veterans and their caregiver gain skills to manage the Veteran’s care at home.
The program may be provided at VA medical centers, State Veterans Homes, or community organizations.

Am I eligible for Adult Day Health Care?
All enrolled Veterans are eligible for Adult Day Health Care IF they are eligible for community care and meet the clinical criteria for the service and it is available.
A copay for Adult Day Health Care may be charged based on your VA service-connected disability status and financial information. Contact your VA social worker/case manager to complete the Application for Extended Care Benefits (VA Form 10-10EC) to learn the amount of your copay.
What services can I get?
Adult Day Health Care can be a half-day or full-day program. Usually, you would go to an Adult Day Health Care center several times a week.
Based on availability and need, you can create a regular schedule that works for you and your family caregiver. You may be able to get assistance with transportation to and from an Adult Day Health Care center. Services may vary by location.
How do I decide if Adult Day Health Care is right for me?
You can use a Veteran Decision Aid for Care at Home or in the Community to help you figure out what home care services or long term care services may best meet your needs now or in the future.
There’s also a Caregiver Self-Assessment.
It can help your caregiver identify their own needs and decide how much support they can offer to you. Having this information from your caregiver, along with the involvement of your care team and social worker, will help you reach short-term and long-term care decisions.

Child Care Aware of Virginia Licensed Child Day Center
Child day centers are child day programs offered to two or more children under the age of 13 years in a facility that is not the residence of either the provider or the children in care OR 13 or more children at any location.
To obtain a license for a child day program, you must attend training through the Office of Health and Safety, pass a Criminal and Child Protective Services background check, submit the following items: functional design plan, application for licensure with application fee, annual operating budget, and report of environmental sanitation inspection, and pass a facility inspection by a state licensing inspector. Licenses must be renewed every 2 years unless the facility receives a conditional or provisional license. The Virginia Department of Education (VDOE) enforces these standards by inspecting licensed child day centers at least twice a year and investigating complaints.
Steps for Getting Started:
- Review the following information: Welcome Letter, Regulations for General Procedures and Standards for Licensed Child Day Centers, and Background Checks for child day programs.
- Schedule Pre-Licensure Orientation- Phase 2 for Licensed Child Day Centers through your local Office of Child Care Health and Safety
- When you have identified your location, create and submit a functional design plan to the licensing office in your region.
- Submit an initial application for licensure through the Child Care Application Processing System (CCAPS) online portal. Application must be submitted at least 60 days prior to your opening date. The following documents are required to be submitted with your application:
- Annual operating budget
- Certificate of use and occupancy
- Fire inspection completed within the last 12 months
- Report of Environmental Sanitation Inspection completed within the last 12 months
- Floor plans (indicating the exact dimensions of the rooms to be used, including length and width; functions of each room; toileting facilities, including the number of basins and toilets; and position of any fixed equipment and furniture)
- Site plan or sketch (indicating the outdoor play areas, including dimensions; locations of the building on the site; adjacent streets and parking areas; all fences; fixed equipment and secondary buildings or structures)
- Asbestos statement from an asbestos inspector, and a management plan if asbestos was detected (for buildings built before 1978)
- Asbestos statement from the applicant, if asbestos was detected
- Written confirmation of program director qualifications
- Written documentation of the center’s chain of command or organizational chart
- A copy of all forms to be used by the center, if different than model forms provided by the department
- Sample current daily activity schedule for each age group
- List of indoor and outdoor play equipment available to children
- Sample current monthly menu
- Copy of all policies and procedures
- Copy of any brochures
- Evidence of the required insurance coverage
- Three letters of reference for all individuals listed in the business entity section of the application (reference letters must not be dated more than 12 months prior to the date of the application from three persons not related to the individual by blood or marriage who have known the individual for at least one month and can attest to his/her character and reputation) – This is not required for public agencies
- Background checks for all individuals listed in the business entity section of the application (completed within the last 90 days)
- A credit reference for the business entity – This is not required for public agencies
- Documentation of completed Phase II Pre-Licensure Orientation
- Documentation of a fictitious name from the Virginia State Corporation Commission (VSCC) if the center will operate under a name other than that of the business entity
- If applicable, business entity paperwork such as partnership agreements, association bylaws, or certificates and articles of formation from the VSCC
- After your application has been received, a licensing inspector will contact you to schedule an inspection.
To ensure timely processing, the applicant must submit a complete application to the Office of Child Care Health and Safety at least 60 days prior to the facility’s planned opening date.

The Luchik Private Kindergarten in Murino is again at the center of a scandal. The mother of one of his pupils, now a former one, spoke about the situation in the children’s institution 78.ru.
The scandal surrounding the private kindergarten at 7/1 Mendeleev Boulevard in Murino broke out back in February. Parents complained that there was neither heating nor hot water in the kindergarten, because of which the children were constantly sick, the groups were dirty, and the food did not correspond to the declared one. At the same time, educators receive a salary personally in the hands of the head, who, apparently, avoids taxes in this way.
– Today the child was not even allowed into the kindergarten, we were expelled, as it were, in absentia and were not even warned about it. The husband could not go to work because there was no one to leave the child with. And the reason is that there was a check in the kindergarten, and, as it turned out, in the documents, we are not listed in this kindergarten.
Despite the fact that my child went there for a month, and we paid for a month, we have a check. My child is in shock, does not understand what is happening,” the woman is indignant. According to her, the leadership of the kindergarten urgently collects mothers to go to the education committee and ask them not to close the institution, although there are a lot of complaints about it.
— The teacher who works there let one of the mothers in to see how the children were sleeping. The children slept with a jack, on wet bedding, only 12 beds for 37 people. My child slept on the benches, it turns out. The child at home said that he was sleeping with another girl and a boy. With his legs right next to my child’s face,” the parent said.
Another woman tells about a similar situation.
– On Friday we were told that there would be a meeting at 8 Mendeleev Street. I was going to come, but today my child was not allowed into the kindergarten, we were expelled in absentia.
It turned out that we were allegedly not registered with them in this branch. According to them, we are listed at Mendeleev, 7, although I wrote an application for a transfer, she says. According to her, those who have some kind of complaints are simply not allowed into the kindergarten.
– Some are given an ultimatum: either they sign under the fact that they have no complaints about the kindergarten, or they are expelled. Specifically, my claims are that the eldest child at Mendeleev, 7 was locked in the toilet by a nanny because he threw tantrums. This was also confirmed by the children that my child was closed. The manager was silent about this and did nothing, – the parent notes.
The rest complain about the lack of sleeping places and poor food. The inspection was organized by the prosecutor’s office of the 47th region.
According to the prosecutor’s office of the Leningrad region, during the inspection of the Luchik kindergarten in Murino, violations of sanitary and epidemiological legislation, as well as fire safety requirements, were revealed.
