Why can’t my healthy child go to kindergarten?

Almost every parent at one moment has a question: “Why is the child planted when he is healthy?” or “Why are they not allowed into an educational institution without a certificate?”.

Let’s try to answer these questions, for this we will use logic, medical practice and regulatory documents. Sooner or later, any child in the team will face a situation where acute gastroenteritis (hereinafter referred to as OGE) or any other disease requiring quarantine measures appears in his group.

In this case, a set of measures is taken to identify the source and prevent the spread of the disease. Practice shows that an average of 7 days is enough to work with acute gastroenteritis of viral etiology (excluding complications) and after this period we can be sure that the patient is healthy, will not infect anyone and will not suffer himself. And now, the official regulatory documents “METHODOLOGICAL INSTRUCTIONS 3.1.1. PREVENTION OF INFECTIOUS DISEASES. INTESTINAL INFECTIONS EPIDEMIOLOGICAL SURVEILLANCE, LABORATORY DIAGNOSTICS AND PREVENTION OF ROTAVIRAL INFECTION GUIDELINES MU 3.1.1.2957-11″ paragraph 11.2.3 “In order to localize the focus, a complex of sanitary and anti-epidemic (preventive) measures is being taken based on the results of a preliminary epidemiological investigation in three areas – in relation to the source of infection, the routes of infection transmission and the susceptible organism.

Regarding the source of infection:

– the patient is isolated at home or hospitalized according to clinical and epidemiological indications;

– isolation of patients with mild forms of rotavirus infection is carried out for 7 days, after which the sick person can be admitted to an organized team (including children) on the basis of a doctor’s certificate of recovery without additional virological examination;

– persons exposed to the risk of infection are placed under medical observation for a period of 7 days; during this period, special attention is paid to the implementation of hygiene measures – thorough washing of hands; when caring for sick children and the elderly – treating hands with alcohol-containing skin antiseptics; timely replacement of underwear and bed linen, ventilation of the premises.

Regulatory documents sound complicated, so we will try to convey the essence in simple words. – The sick person is treated at home or in the hospital (depending on the severity of the illness). – The patient is treated for 7 days, after which he can receive a certificate from the doctor, according to which he can attend an educational institution. -Other patients are also treated at home or in the hospital (depending on the severity of the disease) for 7 days or more if necessary.

If, for some reason, during quarantine in a group/class, your child had to miss a day (even if for family reasons), admission back to an educational institution is carried out through a district pediatrician with a health certificate.

For each disease there is a regulatory document that regulates the terms of quarantine / treatment and the procedure for discharge, this document is “guidelines …” (where this is the name of the disease), they are all publicly available on the Internet and everyone can familiarize themselves with them on the particular case of interest.

Let’s analyze in which cases a certificate is needed to get into an educational institution, there will be two fundamental points: 1 pass for family reasons, 2 pass for health reasons.

Decree of the Chief State Sanitary Doctor of the Russian Federation dated September 28, 2020 No. 28 “On approval of sanitary rules SP 2.4.3648-20 “Sanitary and epidemiological requirements for organizations of education and training, recreation and rehabilitation of children and youth”

2.9.3 . Persons with signs of infectious diseases are not allowed to enter the facilities. When identifying persons with signs of infectious diseases during their stay at the facility, the economic entity must take measures to limit or exclude their contact with other persons by placing them in premises for the provision of medical care or other premises, except for auxiliary ones,9before the arrival of legal representatives (parents or guardians), before transfer to a medical organization or until the arrival of an ambulance.

2.9.4. After an illness, children are allowed to visit if they have a medical certificate (medical certificate).

Thus, we see that a certificate is required for: 1 absence due to illness (no matter how many days were missed), 2 absence from an educational institution for family reasons. (If the educational institution has a local regulatory document in which the number of allowable missed days without a certificate is less than in SanPin, the educational institution must notify you of this and this requirement is acceptable).

Clarification of the Ministry of Education of the Russian Federation dated February 25, 2022 N AZ-213/03 “On the number of days the child is absent from an organization engaged in educational activities for educational programs of preschool education, after which a medical report is required”

According to paragraph 2.9.4 of SP 2.4.3648-20 after suffering a disease, children are allowed to visit a preschool educational organization (hereinafter referred to as PEO) if they have a medical certificate (medical certificate). The issue of mandatory provision of a certificate to the preschool for the period of absence of a child not due to illness does not apply to sanitary and epidemiological requirements and, accordingly, SP 2. 4.3648-20 is not established.

At the same time, we note that Article 53 of the Federal Law “On Education in the Russian Federation” dated December 29, 2012 N 273 establishes that the basis for the emergence of educational relations is an administrative act of an organization engaged in educational activities, and in the case of admission to study under educational programs preschool education, the issuance of an administrative act on the admission of a person to study in an organization engaged in educational activities is preceded by the conclusion of an agreement on education for educational programs of preschool education, the approximate form of which was approved by order of the Ministry of Education and Science of Russia dated January 13, 2014 N 8 (hereinafter – the form of the agreement).

In accordance with clause 2.4.7 of the contract form, parents (legal representatives) are required to provide a certificate after the illness, as well as the absence of the child for more than 5 calendar days (excluding weekends and holidays), indicating the diagnosis, duration of the disease, information about the absence contact with infectious patients.
