The trick of a short day

It should be understood that the formats of public and private kindergartens differ significantly. City authorities build specially designed buildings for municipal preschool institutions, while private owners have to independently look for suitable premises, often of a built-in type, and bring them in line with established sanitary standards.

The premises for a private kindergarten, as well as for a municipal preschool educational institution, must comply with the established sanitary and epidemiological requirements (SanPiN 2.4.1.2660-10). Without this, it is impossible to obtain a conclusion from the SES, and therefore a license for the right to carry out educational activities.

The current sanitary and epidemiological rules and regulations apply to all preschool organizations, regardless of their type, organizational and legal forms and forms of ownership.

However, the basic norms and requirements that are specified in SanPiN are in many ways practically impossible for private traders. Often only municipal gardens can fulfill the established requirements, which have at their disposal a specially built and equipped building, originally designed taking into account sanitary standards, as well as an adjacent territory of the required size with playgrounds of given parameters.

But private gardens still have room for maneuver. In SanPiN, all children’s organizations are classified depending on the length of stay of children. This classification implies a reduction in requirements for a number of criteria for preschool educational institutions. In particular, lower requirements are imposed on the so-called short stay groups, which include “shortened day” groups, where the child can stay for more than 5 hours (8-10 hours).

If you initially choose such a form of preschool organization for a private garden, then it becomes quite possible to choose a room for a preschool educational institution. Although the general rules still have to be observed.

Code of Rules

Thus, according to sanitary and epidemiological requirements, kindergartens should be located in a residential area, away from industrial enterprises and outside their sanitary protection zones, as well as away from garages, parking lots, highways, railway transport facilities and subway.

In a residential development, a kindergarten can be placed in a separate building, in extensions to the ends of residential buildings and in built-in premises of residential buildings. True, built-in and built-in-attached premises to residential buildings have capacity restrictions. For example, a kindergarten for up to 80 places can be organized in built-in premises, up to 150 kids can be accommodated in built-in and attached premises, and up to 350 pupils can be accommodated in a separate building.

In Moscow, it is easy to set up a private kindergarten on the first floors of residential buildings, which are usually built specifically for commercial use. The founders of the Center for Preschool Education Semitsvetik went down this path – they rented 190 square meters on the first floor of a residential building in the Marfino microdistrict. A detached building must not be more than two stories high. The presence of a third floor is allowed, but it is allowed to place only service premises, for example, a medical office. All main premises of preschool organizations should be located on the first two floors. At the same time, their placement in the basement and basement floors is also prohibited.

It goes without saying that for kindergartens it is necessary to choose buildings equipped with central heating systems, sewerage and ventilation in accordance with the requirements for public buildings and structures, as well as cold and hot water supply systems. The height from the floor to the ceiling in the preschool educational institution must be at least 3 meters.

At the stage of choosing a room for a kindergarten, it is advisable to contact the Rospotrebnadzor department for a preliminary assessment of the room, advises Mazhukina. Perhaps, according to some criteria, the premises you like will turn out to be completely unsuitable for organizing a preschool educational institution in it, and the money for rent and repairs will already be spent.

Starter kit

There is also a minimum set of rooms that SanPiN requires to be placed inside the building for short day groups. In such a kindergarten, it is enough to organize a group room, a bedroom, a kitchen or a buffet-handling room (when catering for ready-made culinary products), a toilet with a washroom for children and separately for staff. It is allowed to organize sleep directly in group rooms on baby beds.

The medical office may not be equipped, but it will be necessary to conclude an agreement with a territorial medical institution, for example, with the nearest city clinic.

The minimum footage of rooms is also prescribed by the standard. A group room should be at least 2.5 square meters per child in nursery groups, and at least 2 square meters per child in preschool groups (excluding furniture and its placement).

The bedroom is calculated based on the standard of at least 1.8 square meters per child in nursery groups, and at least 2 square meters in preschool. Summing up the number of meters, it is easy to determine the maximum capacity of the kindergarten being created.

There is also a certain relaxation for private traders regarding walking areas and playgrounds. According to SanPiN, for walks of groups of short stay and a shortened day, the territories of squares, parks, as well as courtyard areas adjacent to the building, equipped with playgrounds, can be used.
