Sverdlovsk, Vancouver, Malmö and other cities that decided on non-standard measures to get out of the crisis

In the 70s, Canadian Vancouver was on the verge of bankruptcy. But it was during this period that the authorities decided on a radical transformation of the city, betting on turning it into the most convenient place to live. Thus, they hoped to raise the status of Vancouver, attract investment and get out of the crisis. This process dragged on for several decades and, in fact, continues to this day. But a big breakthrough is already visible: The Economist has named Vancouver three times as the “Best City on Earth”, and architects and urbanists have even coined the term “Vancouverism”. Heather Deal, a member of the Vancouver City Council, at a lecture at the Strelka Institute, told how the authorities overcame the crisis and made the city comfortable for life.

– One of the main problems of modern large cities is that they are gradually expanding, occupying more and more new territories. This is partly due to the fact that people tend to live in the suburbs, where they can be closer to nature. At the same time, they still have to go to the center to work. Thus, the city acquires not only new territories, but also roads and highways. In this regard, Vancouver was lucky: it is surrounded by mountains in the north, fields in the east, straits in the west, and in the southern part of the city there is a border with the United States, so the city could not grow quickly. But the Vancouver authorities wanted to completely eliminate this possibility, so at 19In 1986, they developed a program that encouraged residents to move to the center.

As part of this program, a residential development of the so-called podium towers appeared in the business part of the city. This type of skyscrapers consists of two parts: a wide “podium” with a height of two to seven floors and a 60-story skyscraper tower. The lower part, where shops, cinemas and shopping centers are usually located, can take up an entire block. And the towers that are reserved for apartments, on the contrary, are made as narrow as possible so that they do not block the view of the mountains and the coast. In addition, about two hundred gardens and parks were laid out in Vancouver, which made it one of the greenest cities in the world. All this allows its inhabitants to feel closer to nature.

Apartments in high-rise buildings were quickly sold out, and more and more people moved to the center. Since now the offices are much closer for them, many began to abandon cars in favor of bicycles. To speed up this process and encourage as many people as possible to switch to bicycles, the Vancouver authorities began to build new bike lanes. Moreover, for the sake of this, they did not take new sections, but narrowed the existing roads. As a result, about 40% of the townspeople began to use bicycles.

Most of the car parks have been moved underground, and new residential buildings should soon appear in their place. But until construction began, the authorities gave this territory to urban gardens and farms. The products that are grown on them are bought by local restaurants. Another plus of urban gardens is that they employ people who, for some reason, find it difficult to find a job. Thus, they can not only earn money, but also adapt in society.

One of Vancouver’s main goals is to bring the community together. To do this, they hold, for example, a “Day without cars”, during which traffic is blocked on nine major streets. On this day, most of the residents go for a general walk around the city. Such events are also useful for supporting businesses, because during the “Day Without Cars” shops and cafes receive especially large profits.

Another way to get people to walk more and visit public spaces is the development of public art. Vancouver is not the only example of how a city has decided on non-standard measures and, as a result, managed to emerge from the crisis. “City Designer” remembered four more successful cases.

Malmö, Sweden

Until the 1970s, Malmö was the third largest and one of the most developed cities in Sweden. However, the severe financial crisis and the accompanying decline in industry led to the fact that the standard of living in the city dropped several times, and the number of unemployed increased. The authorities did not revive industrial production, which, firstly, could no longer withstand competition, and, secondly, heavily polluted the air. Instead, they decided to develop science by opening a new university in the city, and international relations by building a bridge over which you can reach Copenhagen in 25 minutes. To do this, buildings began to be built from eco-raw materials, citizens were obliged to collect organic waste and use renewable energy sources. Thanks to this, in thirty-five years Malmö has again become the center of economic development in Sweden.

Colorado Springs, USA

In the late 2000s, the American city of Colorado Springs was in such decline that the authorities decided to take extreme measures – raising taxes. The new law caused a protest and was not eventually adopted, but in order to save money, it was decided to turn off the lights at night. Then the residents of the city offered their own version – they would selectively pay for those services that seem to them the most important, for example, for street lighting. It cost them $300 per person, when the tax increase would have cost $100 less. But, they were ready to give a large amount, but at the same time they knew exactly what their money would go to.

Sverdlovsk (Yekaterinburg), Russia

The social movement MZhK (Youth Residential Complex) appeared in the USSR in the early 70s, during the housing crisis. The first MZhK was founded in Korolev near Moscow in 1971, but the most successful example was the complex built in Sverdlovsk in the early 80s. The essence of the movement was as follows: young people themselves built a microdistrict in which they later had to live. Together they built not only residential buildings, but also kindergartens, a sports complex, a school, a clinic, a cultural center. It was one of the most well-groomed areas of the city, and courtyards and porches were always kept in perfect order. The program closed at 1991, when, due to a change in the political situation in the country, she stopped receiving financial resources.

An excerpt from the book “Yoburg” by Alexei Ivanov:

“MZhK enthusiasts planned their area: 11 residential skyscrapers, two kindergartens, a clinic, a school, a cultural and recreational sports complex. The first floors of the houses were reserved for children’s clubs. Each house had an underground garage for 36 boxes – and in total, MZhK planned three times as many boxes as there were cars at that time. Above the garages are sports grounds. They even planned an illuminated six-kilometer “health path”. The city executive committee measured out 11 hectares of MZhK in the area of ​​Stone tents. On these hectares there was a prison, a chemical warehouse, some slums, a stunted forest. The Emzhek people decided not to cut down the forest.

<...> Every shift, 5-6 detachments with a total of about 150 people went to the construction site. Each detachment was commanded by a commissar. It was understood that one detachment – one entrance. The entire process was managed by the elected organizing committee of the WWC. Emzhekovtsy were techies, so their utopia was technocratic and tough: only workers under 30 were allowed to join the detachment.

<...> They completed everything, they succeeded. There was a risk that the social program would be abandoned, but the MZhK detachments, having handed over 1,500 apartments, completed kindergartens, a hospital, and other projects. On the first floors, 48 ​​children’s circles and children’s clubs have been launched.

Butchurki, Sweden

Butchurki is a small town near Stockholm that was in financial crisis ten years ago. One of the biggest problems was unemployment, especially among migrants. Professor of Stockholm University Peter Englen, with the support of the authorities, bought an abandoned industrial zone and founded a creative cluster in its place – Subtopia. In ten years it has grown to the size of a village, it has a circus school, dance, design and recording studios. “Subtopia” not only made it possible to develop creative abilities, but also provided many residents of the city with jobs.

  Belleview Christian Schools are still located on the campus of the University of Westminster, home to Belleview Christian Kindergartens and Preschools (ages 1–4) and Belleview Christian School (K–12). While much of the teaching takes place in the new buildings on campus, classes continue in the historic main building, which was listed on the National Register of Historic Places in 1979.
