How to check the level of school security? Everything about security, evacuation, first aid ⋆ GuardInfo

School is a place where a child spends most of his day. How to check if all security measures are observed there? Natalya Burdak, a specialist in civil defense and emergency situations, fire safety and labor protection, tells.


Question. They sent the child to a new school. I am very worried about his safety. How can I check if the school is following all safety measures?

Answer. Each parent can independently determine whether the school building meets basic safety requirements. To do this, you do not need to ask the organization for mountains of documents that may be in perfect condition, but solemnly gather dust on the far shelves of cabinets, just look around and ask a few questions to the school staff.

First of all, it is necessary to assess whether the school has fences that prevent free access to the territory. And if there is an access road at any entrance to the school, then barrage and anti-ram devices – columns or spheres – should be located not far from the entrance. Next, you need to evaluate the entrance groups to the school. They must be equipped with frames and guard posts. Well, if there are turnstiles at the entrance.

As you walk through the school, look for evacuation plans on the walls, CCTV cameras, fire extinguishers and fire detectors (red button to call the fire brigade). All these items are always very noticeable, and if you are observant and know what a smoke detector looks like, then check for their presence: they should be in every room. Pay attention to whether the light panels above the emergency exits are on. Such a light board will indicate the right path in case of smoke or in the event of a complete power outage.

Go to any emergency exit and try to open it – or ask them to show you how it will open. Such an exit should open quickly and without any additional devices. If they tell you that they will bring the key to it now, it means that in case of an emergency, no one will be able to exit through this door, because the key still needs to be found. And this is a wake-up call for a parent.

If you can talk to parents and students at the school, be sure to check if the school conducts evacuation drills for children and teachers, and if school personnel are formal about these drills. By law, they must be at least two per year.

If you have the opportunity to communicate with the school administration or someone in charge, then I would ask the following questions:

How does the system notify you of an alarm – just a sound signal or a voice alert? A voice notification is always preferable, explaining the situation and giving the first recommendations for action.

If there are foreigners among the children and teachers at the school, is there an announcement in several languages? Does the school have a medical center? If the school is for 24-hour children, then the medical staff must also work around the clock in case of an emergency.

Does the school have an alarm system? Pressing such a button provides an emergency transmission of a message and the arrival of a specialized service within 10 minutes.

Does the school have staff responsible for security in various areas, such as anti-terrorist security and fire safety? These people should devote at least 50% of their working time to security issues, ideally this should be a separate security unit.

Finally, ask how long the video camera archive is kept. It is desirable that the period of its storage be at least a month, and not 24 hours.

What to check in terms of the educational work of the school – Private educational institution “Siberian Regional School (college) of Anna Muratova”

What to check in the GEF plan

of the Federal State Educational Standards provide that the PEP of each level of education should include an education program. Its name and content depend on the level: at the initial level they develop a program of spiritual and moral development, education of students, at the basic and general level – a program of education and socialization of students.

Check that the plan includes extracurricular activities from the educational programs of each EEP. Programs may contain different forms of classes, including lessons. However, it is better to leave only extracurricular activities in the plan, since the lessons will be included in the curriculum, and it is not advisable to duplicate it.

Control that educational activities correspond to the directions provided by the Federal State Educational Standard: spiritual and moral development and education of students, their socialization and professional orientation, the formation of an ecological culture, a culture of a healthy and safe lifestyle. At the level of primary education, the standard does not require the inclusion of career guidance activities for children. However, you can organize them taking into account the age of the students.

Check if the plan includes activities that will allow you to evaluate the success of educational work. This is important because educational programs for each level of education should contain monitoring tools and criteria for the effectiveness of the educational activities of the school. It will be convenient if all events are placed in one plan.

See if parenting activities apply. Education programs for basic and secondary schools should be aimed at developing their pedagogical competence in the socialization of children in the family. In addition, parents through joint activities should help children with vocational guidance (clause 18.2.3 of the Federal State Educational Standard, LLC, clause 18.2.3 of the Federal State Educational Standard of the SOO).

Anna Muratova’s Siberian Regional School (College) provides schoolchildren and teachers with USE/USE simulators, electronic lessons in all school subjects from grades 1 to 11, which comply with the Federal State Educational Standard. What to check in the plan according to the requirements of the ministries

The Ministry of Education and other departments accept documents that contain requirements for the areas of educational work of the school. Take them into account when reviewing the plan.

Make sure that the educational plan has events dedicated to the dates from the educational events calendar. The Ministry of Education sends a new document annually. Calendar for 2019/20 academic year, the ministry sent a letter dated 05/27/2019 No. TS-1314/04.

See if the action plan includes anti-corruption education for students. These can be open lessons and class hours with the participation of law enforcement officers, events within the framework of public events dedicated to the International Anti-Corruption Day, social advertising contests on anti-corruption topics (clauses 5, 6, 16 of the program, approved by the Government Decree of 29.01 .2019 No. 98-r).

Check for financial literacy activities. The legislation does not establish specific forms of education on this topic, so financial education can be organized as part of educational extracurricular activities. For example, you can include games, class hours, trainings in the plan.

Make sure the plan includes anti-terror security classes with or without law enforcement officials. For example, for the Day of Solidarity in the Fight against Terrorism, organize flash mobs, memory watches and thematic classes.

Check if there are activities in the plan to improve the culture of information security. For example, participation in a single lesson on Internet security or a digital literacy quest “Setevichok”. Conduct activities with the participation of parents so that the children learn the information better. Make sure that you have provided for separate activities on the culture of using mobile devices (Methodological recommendations of Rospotrebnadzor and Rosobrnadzor dated August 14, 2019 No. MP 2.4.0150-19 / 01-230 / 13-01).

If you organize extracurricular activities to teach fire safety to children, check that they are included in the educational work plan. For example, plan a field trip to the nearest fire department. Experts will tell you how to act in case of danger, and children will be able to try on gas masks, fire helmets and sit in an emergency vehicle.

Ensure that child road traffic injury prevention activities are included in the plan. For example, the activities of a detachment of young traffic inspectors, organize thematic excursions or meetings with representatives of the traffic police.

Check if the activity plan includes alcohol and substance use prevention. They can be combined with other themes. For example, dedicate events to sports, a healthy lifestyle, and nutrition.

See if trap prevention activities for high school students have been included in the plan. Organize them according to the Methodological Recommendations that the Ministry of Education and Science sent by letter No. 07-2732 dated May 24, 2017. Plan for resilience training that will reduce the risk of teens getting involved in dangerous situations and help build a harmonious personality.

What to check in the preparation of the plan

Check that the plan of educational work is divided into two blocks: work with students and parents. This will make it easier to search for events and monitor their implementation.

Events can be divided into thematic blocks, where they can be arranged in chronological order. Another option is to distribute by months or study periods – quarters, trimesters.

Check that each activity has an estimated date and person responsible for it.
