The Ministry of Emergency Situations told how Russians can find a bomb shelter near their house

Over the past few days, Western and Ukrainian media and politicians have been talking about a possible Russian “invasion” of Ukraine. The authorities of the Russian Federation categorically deny the fact of the preparation of the “invasion”. Against this background, the Kyiv mayor’s office admitted that there are “not enough bomb shelters” for the residents of the Ukrainian capital. Gazeta.ru found out how things are with bomb shelters in Russia in general and in Moscow in particular.
nine0003

According to the audit of the Accounts Chamber in 2017, there were 16,270 bomb shelters in Russia. According to data from open sources cited by the Moscow Perspective newspaper of the construction complex of the capital, there are about 250 specialized shelters in Moscow today in case of hostilities.

Among the most famous underground facilities and bomb shelters in Moscow are Metro-2, Ramenki-43, Stalin’s bunker on Taganka, where you can even get on a tour. There are extensive underground floors in the complex of buildings of the National Control Center of the Ministry of Defense on Frunzenskaya Embankment. Bomb shelters have been installed under many other government offices, including under the Government House on Krasnopresnenskaya Embankment.

Also, according to the Moscow Perspective, more than 2,500 objects can be quickly converted into shelters and shelters in the capital – metro stations, parking lots, underground shopping centers and even basements. nine0003

The last time in Moscow an inventory of various types of underground shelters and shelters was carried out in 2016. Following its results, Andrey Mishchenko, Deputy Head of the Main Directorate of the Ministry of Emergency Situations for the city of Moscow, said that “the event held allows us to say that the capital is ready to organize shelters for 100% of the city’s population”

“In the USSR, traditionally bomb shelters were made to protect against weapons of mass destruction (WMD) , including chemical and nuclear. Modern civil defense structures are divided into shelters for protection against weapons of mass destruction and simple shelters that are designed to protect against high-explosive and fragmentation effects of conventional weapons. And even in case of natural disasters. Any parking lot is a shelter. All parking lots are on special records”,

– retired Major General Igor Yakupov told Gazeta.Ru.

At the same time, Yakupov notes that “without water supplies, food supplies, folding beds and sanitary facilities, it is impossible to stay in such shelters for a long time in any case, but there are appropriate equipment programs.”

“The erroneous opinion that all shelters, bunkers, bomb shelters and protective premises in Russia are under the jurisdiction of the Ministry of Emergency Situations,” Viktor Beltsov, former deputy head of the information and public relations department of the Russian Ministry of Emergency Situations, told Gazeta.Ru. – Everything is clear from the Ministry of Defense, they have their own control and accounting, secrecy. But with bomb shelters for civilians in the regions, everything is different. In Moscow, for example, they are transferred to the balance of the city – the Department for Civil Defense, Emergencies and Fire Safety. There are no typical bomb shelters as such, however, at the end of last year, the VNII GOChS developed a single technical standard for them. With the adoption of the new standard, construction contractors will be required to take into account the general technical requirements for adapting basements to protective rooms. nine0003
