On October 13, 2014, new sanitary and epidemiological requirements for the device, content and organization of the working hours of educational institutions of additional education for children came into force – SanPiN 2. 4.4.3172-14 (see “RG” – Federal issue No. 6498). Since that time, the previously valid SanPiN 2.4.4.1251-03 have lost their force.
Who is subject to
SanPiN 2.4.4.3172-14 apply to additional education organizations that carry out educational activities and implement additional general educational programs of various directions – additional general developmental programs and additional pre-professional programs, and are mandatory for all citizens, legal entities and individual entrepreneurs whose activities are related to the design, construction, reconstruction and operation of objects of organizations of additional education, with the exception of objects of organizations of additional education, which are at the stage of design, construction, reconstruction and commissioning at the time of their entry into force.
Previously built buildings of additional education organizations, in terms of architectural and planning solutions, are operated in accordance with the project according to which they were built.
The functioning of the organization of additional education is carried out in the presence of the conclusion, confirming its compliance with sanitary legislation and these sanitary rules.
Responsibilities and duties of the head of the organization
In accordance with SanPiN 2.4.4.3172-14, the person responsible for the organization and completeness of the implementation of these sanitary rules in the organization of additional education for children (hereinafter referred to as the organization) is its head, who ensures:
– the presence in the organization of SanPiN 2.4.4.3172- 14 and bringing their content to the employees of the organization;
– bringing the existing local acts of the organization in line with the requirements of SanPiN 2.4.4.3172-14, and, if necessary, the development of new local acts;
– compliance with the requirements of SanPiN 2.4.4.3172-14 by all employees of the organization;
— necessary conditions for compliance with SanPiN 2. 4.4.3172-14;
– hiring persons with a permit for health reasons, who have undergone professional hygiene training and certification;
– availability of medical books for each employee of the organization and timely passage of periodic medical examinations, professional hygiene training;
— organization of disinfection, disinfestation and deratization activities.
With the advent of new learning technologies and approaches to teaching, it was necessary to clarify and update the existing sanitary standards, in particular:
On the requirements for employees preliminary, upon admission to work, and periodic medical examinations in the prescribed manner;
About the territory and premises According to the new document, the main engineering communications should not pass through the territory of the educational organization. A music or sports school cannot be located near industrial facilities that are harmful to the environment and human health. The territory is fenced and / or a strip of green spaces, must have external electric lighting. Organizations can be located in premises built into residential buildings, in built-in and attached premises (or attached) if has a separate entrance . Preschool (up to 7 years old) and primary school (up to 11 years old) children classes are located no higher than the third floor of the building. The medical office is located on the first floor of the building. For children with disabilities in buildings under construction and reconstruction of organizations, measures to create an accessible (barrier-free) environment . About the requirements for the educational process Classes start no earlier than 8.00 am and end no later than 20.00 pm. For students aged 16-18 years, the end of classes is allowed at 21.00. Classes in associations are held in groups, subgroups, individually or by the entire composition of the association. Enrollment of children for training in additional general education programs in the field of physical culture and sports is carried out in the absence of contraindications to the relevant sport. The duration of classes and their frequency per week in associations are established by the local regulatory act of the organization implementing additional general educational programs of various directions, in accordance with the recommendations of SanPiN 2.4.4.3172-1. The recommended duration of classes on school days is no more than 3 academic hours per day, on weekends and holidays – no more than 4 academic hours per day.
