Note on Deficiencies
Deficiencies are listed in broad categories and are available online for 36 months. We encourage you to contact your region office for an explanation of any of the deficiencies, or for additional information about this facility’s compliance. Resolved “On Site” means that a violation was resolved during the Licensing Specialist’s inspection.
Severity Levels
High:
These are the most serious violations of child care regulations and could pose a risk to the health and safety of children. If you would like an explanation of any of the deficiencies, or would like additional information about this facility’s compliance, please contact your regional office.
Medium:
These are significant violations of child care regulations and could negatively impact the health and safety of children. If you would like an explanation of any of the deficiencies, or would like additional information about this facility’s compliance, please contact your regional office.
Low:
These violations are the least likely to impact health and safety, but they still show that a facility is out of compliance with some child care regulations. If you would like an explanation of any of the deficiencies, or would like additional information about this facility’s compliance, please contact your regional office.
Note on Frequency of Inspections
Centers, Group Homes, and Licensed Family Homes::
In 2014, legislation was passed that changed the number of unannounced visits from two per year to one per year in Child Care Centers, Group Child Care Homes, and Licensed Family Child Care Homes. As a result of this new law, you may see a decrease in the number of deficiencies listed on this website for these types of providers. Unannounced visits are still made in response to a complaint, and visits are scheduled with the facility during the re-licensing process, which occurs every two years.
Registered Family Homes:
Most family homes are registered, not licensed. In 2014, legislation was passed that allows Child Care Licensing to make one unannounced visit to these homes each year. As a result of this new law, you may see an increase in the number of deficiencies listed on this website for Registered Family Child Care Homes. Unannounced visits are still made in response to a complaint. Click here for an overview of each facility and the requirements they must meet according to state law.

Distribution of children in kindergarten: enrollment of a child in 2021.
Even parents with many children do not always know how a child is enrolled in kindergarten 2021 . This is because laws are constantly changing, new gardens are being built all over the country. What was relevant a year ago is no longer valid. Let us consider in more detail the issues related to enrolling a child in a preschool institution.
Contents:
- 1 General rules.
- 2 Who is enrolled in kindergarten in the first place.
- 3 Group picking procedure.
- 4 Recent changes in kindergarten enrollment.
- 5 Grouping in kindergarten.
- 6 Short stay groups.
- 7 Principles of enrollment in preschool educational institutions.
- 7.1 The moment of enrollment in the preschool educational institution.
- 8 Refusal to enroll in kindergarten.
- 9 Conclusion.
- 9.1 Similar articles
General rules.
If parents object to the pre-school where their child was previously enrolled, they must report this to the local education department.
This notification must also include information about the desired institution. If there are spaces left, the child will be transferred.
In the legislation of our country there is a rule according to which a child must get a place in a preschool educational institution no later than a month after the applicant (mother or father) applied.
But sometimes parents want to go to the kindergarten a little later, they also have to write this in their application. But the legislation does not always correspond to modern realities. Often there are not enough places in the garden.
Pay attention! According to the Constitution, the citizens of our
countries have the right to demand the same opportunities for personal development and
education. Therefore, if denied, you can appeal.
Who is enrolled in kindergarten in the first place.
In 2020-2021, an electronic queue is provided for distribution. Moreover, she is not alone.
There are two queues at once:
- The first is for beneficiaries,
- The second is general, for everyone else.
First of all
children who fall:
- grow up without grandparents,
- live with guardians,
- are members of a large family,
- live in an incomplete family.
As well as children who have
sister or brother is already attending the selected kindergarten.
In addition, benefit
priority admission is provided to children whose parents:
- work in a kindergarten,
- are disabled,
- single mothers,
- work in the prosecutor’s office, police or investigative committee,
- are military personnel.
Please note! Maternity capital is a separate benefit that does not affect admission to a preschool educational institution.
These children will be enrolled first, and all other children will go on a first come, first served basis, which depends on the date the application was submitted.
Distribution in kindergartens takes place in March and May until the 25th. This applies to mass enrollments, a child is invited to the vacant place in turn.
Group picking procedure.
When equipped
kindergarten group, first count:
- availability of benefits,
- date of application,
- age of the child,
- type of desired kindergarten, indicated by the parents.
Parents must be
ready to submit the following documents for enrollment in kindergarten :
- document on vaccinations (if the child is not vaccinated, then a written refusal of vaccinations and anti-tuberculosis care),
- a statement of family composition from passport officers,
- parents’ passports,
- child’s policy,
- birth certificates,
- health certificate, which must indicate that the child and his immediate environment is completely healthy,
- medical card baby.
These documents are brought in
general case. If it is required to provide a child with a preferential place, parents
you need to prepare papers confirming their benefits.
Recent changes in kindergarten enrollment.
In 2019, a bill was proposed that included some amendments to the procedure for enrolling children in groups.
In short, the following nuances can be distinguished:
- kindergarten specialists are allowed to provide paid services for raising and looking after children under 7 years old at home,
- permanent stay groups should be reduced by 1. 5 times,
- the age of the child will not play any role (if the parents received such a refusal, they can put the baby on the waiting list for another preschool),
- Places in a nursery are provided on a paid basis, while maternity payments will continue even if the child has already started kindergarten.
Grouping in kindergarten.
Children of different ages
are assigned to different groups. In total, there are 5:
- preparatory (6-7 years old),
- senior (5-6 years old),
- middle (4-5),
- junior (3-4),
- junior preparatory (2-3),
- nursery (under 2 years old).
Short stay groups.
In addition, there are groups that prepare the child for kindergarten.
They are called short stay groups and only work for a few hours. Educators during this time try to adapt the child to a change in the usual environment.
In some kindergartens, parents are allowed to come along with the child, this will help the baby to calmly relate to the new environment.
In order for a child to be accepted into this group, a decision by the recruitment committee is required. The child has many chances to get into the kindergarten, usually there is no long queue in these groups.
However, even if your
the child was not accepted, contact the head directly. She will keep this
the issue is under control, and if some parents refuse to take their child to
this group, the next applicant will be enrolled.
GKP in Moscow.
Pay attention! If the child was in a group
short stay, this does not mean at all that he will go to
the same garden.
Principles of enrollment in preschool educational institutions.
Deciding on
enrollment in kindergarten, the commission is guided by only two principles:
- age,
- and the principle of priority.
age differences play an important role in preschool programs for raising children.
children. Hence the division into 5 above groups.
The first-come-first-served basis reminds us that the enrollment date for Kindergarten largely depends on the date of application.
The moment of enrollment in the preschool educational institution.
After the commission has made a decision on enrollment, and the parents have submitted all the documents, the head must issue Kindergarten Enrollment Order .
She has 3 days to do this.
Refusal to enroll in kindergarten.
In our country
enrollment in the preschool educational institution takes place according to the rules specified:
- in the Constitution,
- in federal laws,
- in by-laws of the municipal level.
Therefore, if parents
were denied, they can complain to:
- Ministry of Education,
- local Department of Education.
In addition, you can file a claim with the court. But when applying, parents should remember that they will win the exceptional case when it is proven that the child did not receive the place illegally.
If there were no empty seats, and everything happened in the order described above, no one will help you.
- Temporary registration of a child: for a kindergarten, for a school, what threatens the owner
- At what age in kindergarten: Moscow began admission from 2.4 years to full-time groups
- Payment for kindergarten with maternity capital
- Benefits for kindergarten: for large families, for military personnel, for the poor
- Did not get into kindergarten: what to do, is compensation due
- The queue for kindergarten in Moscow: how to get in line with a residence permit, with temporary registration and without registration in 2022
Conclusion.
As can be seen from the article, many different factors influence the enrollment of a child in kindergarten. You need to know all of them, and in case of an unlawful refusal, challenge such a decision.

The Finnish kindergarten system for children aged 1 to 7 is part of the famous Finnish education system, the one that has kept 15-year-old Finns consistently in the top 10 for the past two decades countries with high results in international tests of the quality of school education PISA.
There are three main ways to “grow up” a preschooler in Finland (from 0 to 6 years old), apart from a few options in between. This, depending on the possibilities and preferences of the parents:
1. Municipal kindergarten (päiväkoti, literally – “day stay”)
2. Private kindergarten
3. Home education
And intermediate options are, for example, “parent circle”: several families hire a nanny to look after their children. There can be no more than 4 children per nanny, and after the parents have chosen a nanny, she must be interviewed in a special department.
Or, if parents prefer to keep their child at home, but at the same time would like to have a couple of free hours a day “for themselves” from time to time, they can use the services of the so-called “kids clubs”. This is something like playgroups for children for 3-4 hours a day. Children in the “clubs” are not fed or put to bed, but certified specialists with specialized education look after them on the playground. Groups in “clubs” cannot be more than 10-12 children per 3-4 teachers.
Kindergarten teachers are university educated people with a bachelor’s or master’s degree in early childhood education. There are 3-4 educators for a group of 12-14 people. As a rule, children are “handed over” to kindergartens at the age of three, although there is a system of kindergartens for the smallest, such as Russian nurseries.
— What exactly do they teach you at your faculty of preschool education? I asked a student at Metropolia, the University of Applied Sciences in Helsinki.
“The main thing is to love children,” she said. – If the teacher does not like children, he is professionally unsuitable.
If parents can choose the form of raising a child from 0 to 6 years old, then from 6 to 7 years old, attendance at a preschool childcare facility (half-day or full-day, at the choice of the parent) is mandatory as Early childhood education and care.
Finnish children must come to school literate and with a certain set of skills.
In Finland, preparing children for primary school starts quite late: in most of Europe, this compulsory pre-school stage starts at the age of 5 (for example, in the Netherlands, Austria, Belgium and many other EU countries), and in some even earlier: for example, in Hungary compulsory early and pre-school education starts at 3 years of age.
How to get to kindergarten
As a rule, one of the parents stays at home with the child at least until the end of maternity leave (vanhempainvapaa), which lasts until the baby is 9 months old. If a parent wants to continue looking after the child on their own, they can take parental leave (up to 3 years) and also apply to the Kela social system for financial support for this period.
Send an application for a place in a municipal kindergarten no later than 4 months before the day from which they want to send the child to kindergarten. However, in the event that the circumstances of the parents have changed suddenly – say, a single mother has found a job and wants to send the child to kindergarten as soon as possible – a place in kindergarten is provided within two weeks. The obligation to provide a place in the kindergarten for the child after the application is issued by the parents lies with the municipal authorities of the city where the child lives.
The hours of stay may vary depending on which kindergarten the child has been given a place in – and this, in turn, depends on what exactly the parents wrote in their application to the municipal services.
How much does kindergarten cost in Finland? if the family income is below a certain threshold and the family is considered “poor”. And even for a high-income family, the cost of kindergarten for the second, third, and so on children in the family, if they all go to kindergarten, will be proportionally reduced.
The fee for staying in the kids’ club can also be sponsored from the municipal budget if the family’s income is below the subsistence level. If the child is very young or needs special care and the family does not have sufficient income, the nanny’s salary will also be subsidized through the KELA social insurance system.
A familiar baby living in Espoo (satellite city of Helsinki) was sent to kindergarten at the age of 1 year and 8 months. By this time, he had more or less learned to eat porridge on his own. Although the child does not have Finnish citizenship, the municipality of Espoo has given him a free place in the municipal kindergarten, located a five-minute walk from the student dormitory, where he lives in a two-room family apartment with his student mother.
What children do in kindergarten in Finland
The main strategy of Finnish kindergartens is play. There are no sedentary classes in which children would be taught to read, write and count in the younger groups: children learn everything in the process of playing, drawing or singing. In the last year before school, from 6 to 7 years old, children in Finland are required to attend kindergarten for preschool education (the so-called Early childhood education and care) – but it also takes place in a playful way.
As a result, according to studies, Finnish schoolchildren have a minimum level of “school-related anxiety” and, to a much greater extent than, for example, schoolchildren in neighboring Russia, feel “in their place” at school. The foundations of this sense of self are laid in kindergartens.
An ordinary kindergarten has a sandbox with swings and a separate “garage” with a lot of tricycles and scooters. On certain days, children with their teachers go to a nearby park, where there is a large playground and a stage where concerts are held. Groups from other kindergartens come there, so it’s kind of like a big children’s festival.
A familiar mother is a little upset that her child is going to kindergarten with joy and is not upset at all when she takes him to the group in the morning and turns to the exit. In their daycare for toddlers under three, children are brought in at 8 am and picked up at 3 pm. In the morning, children are fed breakfast and taken out for a walk; in the afternoon, after dinner, put to bed.
– He wakes up in the morning and says: trrr, trrr! Which means: wow, now I’m going to kindergarten and ride a bike! He doesn’t worry at all that he will part with me for the whole day, the mother of the child complains.
“It’s good,” the Finnish teachers explain to her. – This means that the child is confident in himself and in the world around him, his level of anxiety is low.
In recent years, many immigrants from different countries have come to Finland, and most of them settled in the southern part of the country, primarily in the Greater Helsinki region (including the cities of Helsinki, Vantaa and Espoo). For children from these families, the kindergarten system is especially important – it helps children learn Finnish, which is not the easiest language in the world.
In the familiar kindergarten group, children from Vietnamese and Russian families, two months after they started going to kindergarten, already clearly understand the Finnish language spoken to them by the teachers. Although, of course, for the time being, due to their age (in this group, all children are under two years old), they cannot say anything in Finnish except “my-my”. This expression roughly corresponds to the Russian “Hello!” or bye!” (used for both greeting and farewell). By the time school starts, all these children will be fluent not only in their mother tongue, but also in Finnish.
Kindergarten uniform
Kindergarten clothes are very important because the weather in Finland is the only thing Finns can’t improve. One of the most popular parts of the toilet for preschoolers is therefore rubber boots and rubber pants with straps, such as fishing. If you see that Finnish children are playing in a puddle, and the teachers are calmly looking at it, do not panic: most likely, the children are wearing absolutely waterproof pants, under which warm overalls will fit.
If the child’s family can’t afford to buy new overalls or shoes for their fast-growing little one, you can turn to one of the stores that sell bargain items at bargain prices (and often even have a section with free items). These are charity shops of the Fida system or other similar ones, where you can buy used children’s things there for one or two euros.
