In 2014, legislation was passed that changed the number of unannounced visits from two per year to one per year in Child Care Centers, Group Child Care Homes, and Licensed Family Child Care Homes. Unannounced visits are still made in response to a complaint, and visits are scheduled with the facility during the re-licensing process, which occurs every two years.


Registered Family Homes:

Foramen ovale open (LLC) | Children’s Medical Center “Under 16”

Foramen ovale patent (FOA) is a minor cardiac anomaly characterized by partial or complete preservation of natural intrauterine interatrial communication as a result of postnatal non-closure of the left atrial valve.

The foramen ovale is located in the central part of the interatrial septum in the region of the oval fossa and has a valve flap from the left atrium that opens towards the left atrium. In the fetus, through this opening, blood supply is provided primarily to the upper half of the body, which is necessary for the rapid development of the brain.

After birth, with the first breath of the baby and the beginning of the functioning of the pulmonary circulation, the need for this communication disappears. The foramen ovale ceases to function in the next 3-5 hours after birth, since increased pressure from the left atrium closes the valve, and after 2-12 months, complete obliteration occurs due to the fusion of the edges of the valve flap and the foramen ovale. About non-closure of the foramen ovale as a deviation from the norm, one should speak after 1 year of the child’s life.

In most cases, the dimensions of the foramen ovale do not exceed 5 mm; if these dimensions are exceeded, sometimes PFO does not differ hemodynamically and clinically from a secondary atrial septal defect. The fundamental anatomical difference between LLC and atrial septal defect is that with ASD there is an organic defect – the absence of a greater or lesser part of the interatrial septum, while with LLC there is a non-closure of the atrial valve. Functional differences are very conditional and are determined by the diameter of the hole, the magnitude of the discharge of blood and the direction of the shunt.
Non-closure of the foramen ovale can be facilitated by a number of conditions or diseases accompanied by an increase in pressure in the right parts of the heart (pulmonary hypertension, chronic fetal hypoxia, acute hypoxia during childbirth).

Clinical manifestations of PFO depend on the size of the foramen ovale, the direction of blood shunting, and comorbidities. With small hole sizes – up to 5 mm – a small hemodynamic significance of the defect, in this situation, PFO is most often detected by echocardiography. With a hole larger than 5-7 mm, PFO becomes a hemodynamic analogue of secondary ASD and requires more intensive monitoring in order to resolve the issue of the timing and method of defect correction.
In newborns, against the background of anxiety, crying, screaming, straining, defecation, cyanosis of the nasolabial triangle may appear. Older children may show reduced exercise tolerance, respiratory discomfort, pallor, and mild perioral cyanosis during exercise. Sometimes there is a tendency to faint.

In the event that according to ECHOODKG there are no signs of functioning of the LLC during 3 consecutive examinations, it can be said that the LLC has finally closed.

“Children Here” is an online platform for teaching migrant children the Russian language and the basics of Russian culture. Its tasks are to acquaint future citizens of the Russian Federation with the Russian language, to help them take the first steps in adapting to a new linguistic and cultural environment, to make them full-fledged members of a society united by one cultural code in the future. It contains two key blocks: thematic courses and a library of artistic video content: cartoons and animated series. All video content is subtitled in Kyrgyz, Tajik, Uzbek, Azerbaijani and Russian. Thematic courses are created taking into account different levels of Russian proficiency. Animated video lessons of the courses are devoted to: Russian traditions and holidays, life in a big city, everyday culture, seasons and climate, study and communication at school. Interactive mechanics allow you to check the material covered, and the reward system (points and titles for achievements) motivates you to achieve results. The content library is constantly updated with new titles. On 11/03/2022, it presents the animated series: “Entertainment”, “The Adventures of Petya and the Wolf”, “Mountain of Gems”, “Flying Animals”, “Kids and Flying Animals”, “Back to Back”, “Multicosmos”, “History of Inventions”, “History of Russian Science”. Conducted training webinars for teachers and parents. There is a conversation club for students. Contribution of the organization to the development of Runet / digital economy

The “Children Here” platform enables Russian animation studios to earn extra money on their digital products. Technologies and Solutions

The main problem for teachers in Russian schools in cities with a high proportion of labor migrants is the lack of experience and up-to-date methods of teaching Russian as a foreign language. The Children Are Here project addresses this issue with broad audience access and its own child-friendly teaching methodology. The curriculum was developed by teachers of Russian as a foreign language. The scenarios of the lessons were created by the teachers of the Russian Academy of Sciences in collaboration with professional scriptwriters. When developing the project, the organizers focused on labor migrants as the main audience interested in the education and adaptation of children. During the development of the project, it turned out that the main driver for expanding the audience of the project and attracting children to it are school teachers. Training webinars are regularly held for them. Active work is being carried out with departments of education in different regions.

Public contribution

According to the Ministry of Education, more than 140,000 foreign children study in Russia. At the same time, according to the Ministry of Internal Affairs, almost 800,000 minor foreigners are registered in the country. Most of them are children of labor migrants from Central Asia. Some of them will stay in Russia and receive citizenship. As follows from the statistics, some of these children do not attend school. One of the reasons for this is the children’s ignorance of the Russian language, which in the post-Soviet period has lost its state status in the former Soviet republics and has fallen out of use. Children of migrants who do not attend school are not integrated into society in any way, in fact being part of it. This creates the ground for the isolation and radicalization in the future of large groups of young people who are potentially capable of becoming full-fledged and effective members of Russian society. On the other hand, children who go to school but do not speak the language are not able to get involved either in the learning process or in communication with their peers. This creates tension in the classroom, causing dissatisfaction with teachers and parents. Mastering the Russian language and the basics of Russian artistic and everyday culture by children, knowledge and understanding of all aspects of life in the city and the rules of behavior in society will allow these children to actively socialize.

In addition to the work of the platform itself, the Children Are Here project actively promotes, in partnership with Rossotrudnichestvo and Russian Houses Abroad, the practice of learning the Russian language using digital technologies. Thematic round tables and press events are held.

The project also helps the AdVita charitable foundation, which raises money for its wards, receiving income from advertising on the Youtube platform in the animated series “Flying Animals” and “Kids and Flying Animals”. The termination of Youtube monetization in Russia closed this opportunity for the fund. And the sale of licensing rights to cartoons to the platform “Children Here” made it possible to compensate for financial losses.
