How to open a children’s center in Ukraine
I receive many letters from Ukraine asking me to tell me how to open a children’s center, taking into account the peculiarities of local legislation.
With the help of colleagues from Kyiv, I prepared an article on the choice of legal form, taxes, permits and licensing.
I would be grateful if you share your experience of working in Ukraine in the comments to this article, and also want to add something and, perhaps, correct me if you notice inaccuracies. And I will be happy to update this material taking into account your comments.
Form of incorporation
Most children’s clubs and children’s centers in Ukraine operate under one of two organizational and legal forms:
- FOP, or “individual entrepreneur” (“individual entrepreneur”). This form is also often referred to as SPD (“subject of entrepreneurial activity”). So, FOP and SPD are one and the same. This is self-employed .
- TOV, or “partnership with obmezhenoyu vidpovidalnistyu.” It is also, as in Russia, often called LLC. It’s company .
Option 1. FOP (private entrepreneur)
FOP is well suited for small children’s centers with one founder
It is easy to register, you do not need a legal address and stamp, it is not necessary to open a current account, it has easy bookkeeping.
FOP: registration
To register yourself as a private entrepreneur (FOP), you must submit documents to the district state administration at the place of residence, to the state registration department. This is a structural subdivision of Ukrreestr, it is called the “Department of state registration of legal entities and physical enterprises”.
Passport, copy of passport, copy of identification code must be submitted to this department.
You will be asked to indicate the codes under which you will work (KVED) and the form of taxation.
FOP: choose KVED
To avoid a long and expensive licensing procedure for your children’s center, we recommend that you DO NOT choose preschool education as your type of activity (85.10 preschool education).
It is better to use the following codes, which do not require licensing and are suitable for the activities of children’s development centers:
- 88.91 Day care for children – day care for children
- 85. 60 Additional activities in the field of education – ancillary activities in the field of education
- 96.06 Other personal services – provision of other personal services
- 47.90 Retail trade outside stores – retail trade outside stores
- 93.29 Organization of other types of restitution and rebirth – organization of other types of recreation and entertainment.

FOP: what taxes will we pay
There are different categories of taxation in Ukraine. Private entrepreneurs, whose annual turnover is not more than three million hryvnias, belong to the second group.
FOP belonging to the second group pays only a single tax – from 10% to 20% of the minimum wage, as well as a pension fund tax (34% of the minimum wage). On average, it turns out 600-700 UAH / month.
The data are given taking into account the fact that the FOP does not have officially registered employees, that is, he pays these taxes only for himself.
FOP submit tax reports in a simplified form – once a year. It’s not difficult, but it does take some time. If it is, you may well prepare these reports yourself. If not, get an accountant.
A self-employed person can have up to 10 employees. For employees, it is necessary to pay income tax – 15% of the accrued salary plus a single social contribution (contribution) of 36% of the minimum wage (as of June 1, 2014 it is 1218 hryvnia). These taxes must be paid by the 20th of each month.
FOP can work without a current account, pay taxes in a savings bank or a bank, accept money from the population without a cash register – in cash, without issuing anything. If a customer needs a check as proof of payment, then there are forms of sales receipts, they are sold in stationery stores. For reporting to the tax FOP, these forms are not needed.
FOP: features of hiring and firing employees
If you have chosen “unlicensed” KVEDs, do not register your employees as teachers. Write in work books and contracts the position of “instructor” or “consultant”.
As you can see, all procedures for a private entrepreneur are simplified. With one exception – for some reason, the procedure for registering and dismissing employees for sole proprietorships is more complicated. A private entrepreneur cannot employ an employee at his workplace – he needs to come to the employment center and conclude a tripartite agreement between the employee, the individual entrepreneur and the employment center. This contract is registered in the employment center and in the tax office.
In the same way, when dismissing an employee, you must submit an application to the tax office, then come to the tax office, “break” the contract and make an appropriate entry in the work book.
FOP: risks
Many people are afraid to register as a private entrepreneur, believing that they risk their personal property. Indeed, there is a risk. However, it should be borne in mind that a private entrepreneur risks only the property that he acquired after registering as a private entrepreneur.
That is, if a person has not been an entrepreneur all his life, bought an apartment, a car, and then decided to open his own business and registered himself as a private entrepreneur, but he does not have property registered during this period, then he will not risk anything, and no one will take anything from him.
Option 2. TOV (company)
TOV is suitable for larger children’s centers, especially if there are several founders
TOV or LLC is no longer a private entrepreneur, but a company. Its founders are not liable with their personal property. If the TOV has debts, they can only take away what belongs to the company itself. By the way, according to the laws of Ukraine, a TOV can have up to a hundred founders.
TOV: registration
Registration of TOV takes 10 working days and takes place in a special department of the regional state administration.
The registration procedure is not difficult, but to save time, it is worth using the services of one of the law firms. To find such a company, it is enough to type in the search engine “Registration of TOV” or “Registration of LLC”, and you will see which companies offer such services.
You can order the registration of TOV on a turnkey basis: the company’s employees will prepare all the documents, take them for registration, and pick them up. However, you can do it differently: order lawyers only to prepare documents, and carry the documents for registration on your own. It costs much less.
Documents required for registration of LLC:
- Passport of the founder or passports of the founders, passport of the director, as well as copies of
- Identification codes of founders and directors
- Charter (it must be certified by a notary)
- Minutes of the meeting of founders (It is required even if there is only one founder. If there are several founders, it is necessary to indicate the equity participation of each of them)
It is also necessary to indicate the legal address. If the landlord does not agree to provide the address of their premises as a legal address for your company, or if you are registering a company when you do not yet have a lease, it is possible to purchase a legal address – the same legal company can help you with this.
It is necessary to determine the size of the authorized capital. By the way, the Ukrainian legislation does not define either the minimum of the statutory fund or the maximum. The statutory fund can be contributed in cash, as well as property – for example, furniture or equipment for a children’s center.
The name of the company must be unique, and this can also be checked by a lawyer.
TOV: choose KVED
TOV must also indicate the types of activities by classifiers (KVED). We recommend the same ones we listed for FOP:
- 88. 91 Day care for children – day care for children

Two years ago, the use of printing by legal entities became optional. But it’s still better to print.
When your TOV has already been registered and you have documents and an extract from the register of companies and enterprises in your hands, you need to open a company current account. It is advisable to choose a bank whose branch is located near your children’s center. Opening a bank account is also a simple procedure, but it will require some calculations. In particular, you will need to certify the signature card with a notary.
TOV: what taxes do we pay? TOV pays a single tax – 5% of all revenue.
TOV can have up to 50 employees. The procedure for applying for a job and dismissal takes place in the company, there is no need to go anywhere. Taxes – 37% of the minimum wage.
LLC pays tax twice a month – once for an advance payment, the second time for salary. The single tax can be paid quarterly or monthly.
Tax on dividends is 25%
The accounting department of TOVs is much more complicated than that of a private entrepreneur. Every quarter it is necessary to submit reports – here you cannot do without an accountant.
Licensing of children’s clubs in Ukraine
Ukrainian children’s centers were required to obtain a license in 2007. According to market participants, the license does not give any advantages, since there are no special subsidies or grants from the state.
On the contrary, as the head of one Kyiv children’s club shared, “a license is also enslaving for an entrepreneur, since one complaint to the licensing committee is enough, and the company is waiting for verification.”
To complicate matters, there is no general license for a kids’ club. There are licenses for preschool activities, there is a license for cultural events, for extracurricular activities. That is, in a good way, a children’s club needs to obtain not one, but several licenses.
Therefore, many centers try to avoid licensing by choosing unlicensed KVEDs.
However, if a club decides to be licensed, it must first obtain permission from the Sanitary Epidemiological Station (SES) and firefighters. Then you need to contact the city administration, it will send it to the Ministry of Education, which should issue a license.
Licensing does not depend on the legal form (FOP or TOV). If a private entrepreneur has chosen the type of activity that requires licensing, he needs to obtain a license.
Step 1. Permission from the SES
So, first you need to get permission from the SES.
To do this, the children’s center must be located in a non-residential area. Moreover, in August 2012 (at least in Kyiv) an additional requirement of the city administration appeared – the purpose of the premises should be “for a preschool”, as it should be written in the documents for the premises. Just “office space” will not work. The city administration can change the “purpose of the premises” in the documents, but this is not cheap. So, the owner of the premises with an area of 120 sq. meters, in which one of the Kyiv children’s centers is located, paid 60 thousand hryvnia to change one line in the documents for the premises.
Ceilings must be at least 3 meters high. Flooring – linoleum is better, carpets can be laid on it. SES employees will carefully inspect the cabinet for storing inventory. All inventory must be signed. There must be a container (basin) for washing toys, and it is stored separately from the inventory that cleans the floor. Hand disinfection and general disinfection (floor, toys) are needed.
Everything in the children’s center must have certificates – from decoration materials to toys. Don’t forget to pick them up at the store when you buy. If there is a cooler, there should be certificates for plastic cups.
If there are textbooks on the shelves in the children’s center, they must be textbooks certified by the Ministry of Education. In the children’s center, from the point of view of the SES, there should be no soft toys and pillows.
Be aware that requirements change frequently. You may come this year and praise for the fact that the children’s center has air conditioning. And in the next one, the inspector will already, having seen him, frown his eyebrows.
You must provide a certificate from the housing office that he has a contract for the disinfection of the entire house and the removal of garbage from it.
As a rule, inspectors write comments based on the results of the visit. You guarantee that these remarks will be corrected, and you receive permission.
Step 2: Fireman’s Permit
You must obtain a document from the firefighters called a ‘letting go’ decision. If there is no “Decision”, but there are all the documents and things necessary for it, you have the right to tell the inspectors that you undertake to receive it within six months.
So, in order to receive the “Decision”, you need:
- Fire alarm and service contract
- Resistance measurement (estimated cost: 1200 hryvnia for an area of 120 square meters). This is done by private companies that are “friends” with the Ministry of Emergency Situations of Ukraine.
- “Expertise” – it is made by exactly the same private companies. Its essence lies in the fact that you can work, you do not have gross violations. And if there are nuances, then you undertake to eliminate them.
- The room must have two exits
- Certificate. The company must have a person who is responsible for fire safety. And this person needs to take courses. It costs 300-400 hryvnia for 3 years.

Step 3. Contacting the Department of Education

- Constituent documents (charter and (or) regulation).
- A copy of the decision of the owner (owners) or a body authorized by him on the formation of an educational institution; in the case when there are two or more owners – a copy of the memorandum of association.
- Copies of an extract from the Unified State Register of Enterprises and Organizations of Ukraine (EDRPOU – the Unified State Register of Enterprises and Organizations of Ukraine) for an educational institution and a certificate of inclusion in the Unified State Register of Enterprises and Organizations of Ukraine
- Copies of documents that certify the level of education, qualifications and citizenship of the head of the institution. The director of the institution must have a higher pedagogical education.
- Clauses 6, 7 are intended for TOV. If a license is issued for sole proprietorship – copies of an extract from the USREOU, a certificate of registration.

The arrival of a child at MAU “DC “Berezki” (hereinafter – the Institution) is the unconditional consent of the child and his parents (or other legal representatives) to the implementation of the rules established in the Institution. In case of serious violation of these rules, the departure of the child is carried out at the expense of the parents or legal representatives, without any compensation for the reduction of the period of stay in the Institution.
1. GENERAL
1.1. These internal regulations for vacationing children and adolescents (hereinafter referred to as the Rules) are developed in accordance with the Federal Law “On Education in the Russian Federation”, the Federal Law “On Basic Guarantees of the Rights of the Child in the Russian Federation”, the current SanPiN and the Charter of the Institution.
1.2. These Rules define the basics of the status of Resting children and adolescents (hereinafter referred to as Resting) who are on vacation and rehabilitation, their rights and obligations as participants in the educational and recreational process, and the rules of conduct in the Establishment.
1.3. The introduction of these Rules is intended to contribute to the improvement of the quality, effectiveness of the organization of the educational and recreational process in the Establishment. The rules are designed to promote the formation of such personal qualities as organization, responsibility, respect for others in the participants of the educational and recreational process.
1.4. These Rules are posted on the official website of the UIA “DC “Beryozki” and on the information stands of the Institution. Vacationers, their parents or legal representatives can familiarize themselves with these rules before arrival at the Facility.
1.5. These Rules are approved by the Director of the Institution.
1.6. These Rules are a local normative act of the Institution.
1.7. These Rules are drawn up taking into account the round-the-clock stay of Resting children and adolescents in the Institution.
2. RIGHTS OF HOLIDAYERS
Holidaymakers have the right to:
2.1. Protection of life and health during stay in the Institution.
2.2. Use of the material and technical base of the Institution.
2.3. Receiving services of sanatorium-resort treatment.
2.4. Five meals a day.
2.5. Education in the main subjects of a general education school during the academic year, on an optional and advisory basis.
2.6. Development of the physical, intellectual, mental, spiritual, moral potential and creative abilities of children and adolescents through participation in the implementation of the educational program.
2.7. Encouragement for active participation and success in the life of the detachment and the Institution as a whole.
3. RESPONSIBILITIES OF HOLIDAYERS
3.1. Each Vacationer is obliged to comply with the current internal regulations, fire safety rules, safety requirements when participating in entertainment events, taking medical procedures, swimming in an open reservoir (lake), swimming pool, moving around the territory, when playing sports on the territory of the Institution.
3.2. Conscientiously participate in the health-improving process, attend all prescribed health-improving events and procedures.
3.3. Participate in the implementation of the educational program within the framework of the current thematic shift, take part in all sports, team and cultural events of the shift provided for by the program.
3.4. Comply with general sanitary and hygienic norms and rules, personal hygiene rules and the day regimen approved by the Institution.
3.5. Preserve and protect the property of the Institution and the personal property of other Vacationers.
3.6. Respect the honor and dignity of other Vacationers and employees of the Institution, not create obstacles for other Vacationers to receive the services of the Institution.
3.7. Fulfill the established requirements, taking into account the briefings.
4. HOLIDAYERS ARE PROHIBITED
4.1. To bring, transfer, use weapons, piercing and cutting objects, ammunition, explosives, pyrotechnic products, as well as other items endangering the life and health of other people during the rest in the Institution.
4.2. Bring, transfer and consume alcoholic beverages, toxic and narcotic intoxication, tobacco products, be on the territory of the Institution in a state of alcoholic, toxic or narcotic intoxication.
Smoking is prohibited on the territory of the Institution.
4.3. Use physical force to sort things out, use intimidation and extortion.
4.4. Perform any action that entails dangerous actions for others, such as pushing, hitting with any object, throwing something, etc.
4.5. Play games of chance (eg cards, etc.)
4.6. Use obscene words and expressions, obscene and profanity in speech.
4.7. Arbitrarily leave the territory of the Institution.
5. RULES OF CONDUCT IN THE INSTITUTION
5.1. Fire Safety Rules
Each vacationer is obliged to know the scheme of evacuation from the building, in case of an emergency, strictly follow the evacuation scheme, if necessary, evacuate to the nearest evacuation exits from the location.
During the entire period of stay on the territory of the Institution, the vacationer is obliged to strictly comply with all fire safety requirements.
It is forbidden to bring, store and use electric heaters in dormitories and on the territory of the Institution.
It is forbidden to bring, store and use extension cords in dormitories and on the territory of the Institution.
It is forbidden to turn on the air curtains in the vestibule, open the electric brushes.
Do not leave unattended TV, charging cell phones, photo and video equipment, lighting.
It is forbidden to block passages and exits with various objects and things.
It is forbidden to move into the dormitories without the permission of the caregiver.
It is forbidden to move, rearrange, swap any furniture.
Do not hang posters, clothing, or other items on electrical outlets, switches, or other electrical appliances.
In case of malfunction of electrical sockets, switches and other electrical appliances, inform the caregiver. Self-troubleshooting is strictly prohibited.
Do not touch sagging, protruding wires. In case of detection of such wires, immediately inform the teacher.
It is strictly forbidden to touch the fire detectors, in order to avoid triggering the fire alarm.
It is strictly forbidden to smoke in the dormitories and on the territory of the Institution.
It is strictly forbidden to use flammable materials, open flames, pyrotechnics and other explosive products.
It is forbidden to make fires on the territory of the Institution.
In the event that the Vacationer discovers cases of violation of fire safety by other Vacationers, immediately notify the caregiver.
The iron can only be used in a specially designated room, in the presence of a caregiver.
5.2. Rules of conduct in the dormitory building
Upon arrival, each vacationer is settled in a room, in accordance with the instructions of the educator.
A sleeping place, furniture, bed linen and towels are assigned to the Vacationers. Responsibility for the safety of the entrusted property is borne personally by the Vacationer.
Bed linen and towels are subject to exchange once every 7 days. On the day of the exchange of linen, the Vacationer neatly folds the towels and bed linen to be exchanged, returns and receives a set of clean linen. In case of intentional damage to the property of the Institution by the Vacationers, the Vacationer’s parents are notified, followed by a claim for compensation for the damages caused.
It is allowed to ventilate the bedrooms, but it is forbidden to open the windows wide open.
Bedroom doors and door handles should be handled with care to avoid injury. It is strictly forbidden to touch fire detectors, in order to avoid triggering a fire alarm.
Maintain order in nightstands and wardrobes daily. The surface of the bedside table should be free for daily cleaning.
Food must not be stored in bedrooms.
In the event of a breakdown, malfunction of property or equipment, notify the educator, self-correction of malfunctions and breakdowns is prohibited.
Movement along the body is carried out with a calm step.
It is forbidden to shout, talk loudly, turn on the TV and music loudly.
Children’s communication, team activities are carried out in the lobby of the building floor.
It is strictly forbidden to visit other people’s rooms.
Use of emergency exits is permitted only in case of evacuation. It is forbidden to leave street shoes on the evacuation routes, store only on the shelves of the 1st floor of the building, neatly placed in the cells. You can use the iron in a specially designated room in the presence of a teacher.
It is forbidden to leave the building without warning the educator about it, to inform the educator about any movements on the territory of the Institution.
All incidents, problems, changes in the state of health, difficulties of a different kind The vacationer is obliged to notify the educator.
During their stay at the Institution, the departure of Vacationers is possible only accompanied by parents in the presence of identity documents, or persons replacing them with a power of attorney from the parents.
5.3. Rules of conduct on the territory of the Institution, outdoor sports and playgrounds
The entire territory of the Institution is under round-the-clock video surveillance with long-term storage of video information.
To move around the territory of the Institution only on sidewalks, along specially laid out paths with a calm step. Organized movement of detachments along the coastal zone is prohibited. Exercise extreme caution when driving in icy conditions.
It is strictly forbidden to be on the coastal and beach area without an escort of a caregiver.
It is forbidden to stand and sit on the railings, fences, enter the basements of buildings, the utility yard and places fenced off for temporary construction work, and places marked with prohibition signs.
Vacationers are obliged to protect green spaces on the territory of the Institution, to keep clean. It is strictly forbidden to tear and eat mushrooms, fruits, berries, plants growing on the territory.
Vacationers are obliged to observe the rules of behavior in public places, not to interfere with others, not to offend their aesthetic sense with words, actions and behavior.
Outdoor games, entertainment and walks are allowed only on specially equipped playgrounds in the presence of a teacher.
It is strictly forbidden to run, push, jump from a height, create dangerous situations on playgrounds and sports grounds.
Visit sports grounds in comfortable clothes and shoes in the presence of a teacher.
It is forbidden to visit sports and playgrounds at night, under adverse weather conditions (precipitation, thaw, icing).
If there is a malfunction of the sports equipment, stop the activity and inform the instructor or caregiver.
Outdoor sports simulators, facilities should only be used for their intended purpose under the supervision of a physical fitness instructor, a teacher with mandatory insurance when performing exercises.
5. 4. Rules of conduct on the territory of the Institution in the winter.
Ice skating and skiing is carried out on the ice rink and on a specially laid ski track.
Ice skating and skiing is allowed in calm calm weather, at a temperature not lower than 20 degrees.
Do not use faulty skates and skis.
While skating Vacationers must observe the interval: on skates – 1 meter, on skis – 3-4 meters.
While skating and skiing, it is forbidden to push, start games with the capture of arms, legs, torso or head of skaters, create traumatic situations.
In case of fatigue or deterioration of health, immediately notify the PE instructor or educator.
To slide down the hill, climb it only at the climbing point equipped with steps. You can not climb a hill where others slide down.
You can not go down the hill until the previous descender has moved to the side.
Do not cross the ice path.
Do not ride on your feet, squat, slide out on your back or lie on your stomach.
Skating, skiing and slides are allowed for Vacationers in good health, in the presence of an FC instructor or tutor in appropriate clothing and footwear.
5.5. Rules of conduct during mass events
Attendance at mass events is carried out in accordance with the approved plan of events, accompanied by an educator.
When attending mass events in the auditorium, the squad sits down according to the boarding pattern.
When entering the hall, behave calmly, do not run, do not push, go to the chairs only along the aisles, do not step over or jump over the rows, do not put your feet on the chairs, do not litter.
Each Vacationer is responsible for their seat, any malfunctions, breakdowns, improper type of seat must be reported to the educator and the room attendant.
During the event it is forbidden to: shout, perform actions that can interfere with others and distract them from viewing.
It is forbidden to leave the hall during the event, in case of emergency, notify the teacher.
Speakers on the stage to go out according to their order, at the command of the educator, handle the microphones carefully and carefully during the performance.
Performers on stage must be clean, tidy and wear appropriate clothing and footwear.
The content of speeches must comply with moral and ethical and artistic and aesthetic standards.
After the end of the performance, collect all the costumes and scenery used from the stage and hand it over to the teacher.
At the end of the event, each detachment puts in order the landing rows assigned to it and hands them over to the hall attendant.
Detachments leave the hall in strict order at the leader’s command.
Entry and exit to the cloakroom only after the permission of the teacher. Hangers are assigned to each detachment. Do not leave valuables in the wardrobe.
Clubs and studios to visit according to the schedule.
Teams come to the disco with a teacher. Leaving the dance hall during the disco is only allowed in an emergency. If you feel unwell, immediately notify the teacher.
In the dance hall during the disco it is forbidden to move the benches, come close to the working equipment, open the windows.
At the end of the disco, the group leaves in an organized manner, at the command of the leader, in formation with the teacher.
5.6. Canteen Rules
It is strictly forbidden to skip any meal.
The groups go to the canteen according to the schedule, organized, accompanied by a teacher.
When entering the dining room, use specially designed doors with the inscription “Entrance”, enter the dining room calmly, without hurrying or pushing.
Clothes hangers are assigned to each detachment in the hall of the dining room, clothes should be hung neatly, and valuables should not be left in pockets.
Hands must be washed with soap and water before entering the dining room.
The educator enters the dining room first, after his command the vacationers go to their tables.
Each Vacationer is assigned an individual seat.
When eating, observe the sequence of dishes, the culture of behavior at the table.
Each Vacationer is responsible for the safety of dishes, deliberate damage to dishes is considered as a disciplinary offense, which is reported to parents.
Taking food out of the canteen is strictly prohibited.
After eating, the group leaves the canteen in an organized manner, with the teacher at the door with the inscription “Exit”.
5.7. Rules of conduct in the medical unit
Each vacationer has an individual appointment sheet for medical procedures, which indicates the exact time of each procedure.
Bring a towel with you when visiting spa treatments.
It is strictly forbidden to miss treatment procedures.
To undergo medical procedures, you must have a change of footwear.
Leave outdoor clothing and outdoor shoes in the cloakroom. Do not leave valuables in the wardrobe.
Maintain silence and order during the treatment, do not interfere with other Vacationers taking treatment procedures.
It is strictly forbidden to use cellular communication in the medical block.
5.8. Rules of conduct for sporting events
Participants in sporting events are required to wear a sports uniform and sports shoes with non-slip soles appropriate for the season and weather.
During a sports event, participants must not violate the rules of conduct, strictly observe all commands, signals given by a physical education instructor.
Avoid collisions with other competitors, avoid pushing and hitting their arms and legs.
Roll up when falling to avoid injury.
Before throwing the ball, make sure that the ball does not hit people.
If you find faulty sports equipment, stop the exercise and inform the FC instructor or educator.
If you feel unwell, stop participating in a sporting event and inform the FC instructor or caregiver.
In case of injury, notify the caregiver immediately.
You can stay near sports grounds only in the presence of a teacher.
5.9. Rules for the use of cellular communications, photo and video equipment, other electronic digital devices .
On the first day of arrival, after distribution and placement in groups, the vacationer makes a call to his parents, informs: in which building he lives, landline phone numbers for contacting him and the caregiver and transfers the cell phone to the caregiver for safekeeping.
The fact of the transfer of cell phones, photo and video equipment, valuables and other electronic digital devices is documented in writing, with a note in the journal indicating the full name. vacationer, the name of the phone model and a note about related accessories (charger, case, keychain, headphones).
Cell phones, photo and video equipment, valuables and other electronic digital devices are stored in the teacher’s room, where their safety and inviolability is ensured by third parties.
The caregiver assigns a serial number to each phone and informs the Camper about it.
All electronic digital devices to be deposited must be switched off (sleep) or in silent mode.
Personal cell phones for communication with parents A vacationer can use (communicate, charge) at the time allotted in the daily routine for this, which is regulated by the educator, according to the workload of the day and the age characteristics of the children.
After daily use of a cell phone, the educator must record in the journal the fact that it was handed over to the Vacationers.
Vacationers are prohibited from using cell phones, photo and video equipment, electronic digital devices, Internet technologies, in order to violate the rights and legitimate interests of other Vacationers, employees of the Institution.
Vacationers are prohibited from using Internet resources with age limits 18+, 21+ and using Internet resources containing information promoting racial and national intolerance, containing scenes of violence.
Photo and video filming is prohibited in places of rest (bedrooms), in places of eating, in places intended for personal hygiene consent to filming.
If such footage was taken by the Vacationers by accident (without direct intent), they must be destroyed.
In the event that such shots were made intentionally by the Vacationers, this incident is considered as a disciplinary offense, which is reported to the parents, followed by the destruction of photo or video materials.
5.10. Open Water Swimming Rules
Swimming is only allowed on the equipped beach or pool.
Bathing is allowed by a responsible employee of the medical unit.
Swimming in open water is allowed for children who have been examined by a medical professional, who have received permission to swim and have been instructed by a teacher and a swimming instructor immediately before entering the bathing sector.
When swimming in open water, each Camper must have a bathing suit, towel and headgear.
Bathing is carried out only in the presence of a swimming instructor, medical worker, educator, rescue sailor.
Troops come to bathing in an organized manner, in formation accompanied by an educator, undress in the locker rooms and go to the formation zone of the detachments, where the detachment is divided into groups of no more than 10 people. At the command of the swimming instructor, formed small groups go down to the sandy area for calculation and briefing.
No more than 10 people bathe in each sector.
Entry into and exit from the water is only permitted at the command of the swimming instructor.
Before entering the water and after swimming, at the command of a swimming instructor or educator, line up, pay off in order.
Enter the water only up to chest level.
Children who cannot swim swim near the shore.
When swimming, it is strictly forbidden:
– swim behind buoys and fences, dive;
– swim up to boats, water bicycles that are running or standing;
– play games in the water with diving, grabbing hands, feet or heads of swimmers, giving false distress signals;
– pushing and fighting in the water;
– use a mask, fins, snorkel;
– to swim in the evening and at night;
– to climb technical structures, warning signs, buoys, etc. ;
– to play with a ball and other sports equipment not intended for this purpose;
– play in water with forced immersion in water.
The caregiver is in the water in the bathing sector, monitors discipline.
If you feel unwell, immediately get out of the water and inform the swimming instructor, educator about it.
All commands (signals) and requirements of the swimming instructor are implicitly carried out by children and educators. In case of violation of the rules of conduct and the requirements of the instructor, the Vacationer is deprived of bathing.
Sun and air baths are taken in the area where sunbeds are placed in the presence of a caregiver. Independent movement and rearrangement of sunbeds is strictly prohibited.
5.11. Rules of conduct in case of an accident
If you receive any, even a minor injury: a bruise, a cut, etc., notify the caregiver.
Eyewitnesses of the accident – to help the victim and immediately inform the caregiver.
In order to investigate an accident, the victim and eyewitnesses must write an explanatory note. If the victim is not able to write an explanatory note himself, the educator writes an explanatory note from his words.
1. Vacationers are obliged to:
1.1. Comply with the Rules and daily routine of the Institution.
1.2. Comply with safety regulations, fire and electrical safety regulations.
1.3. Comply with moral and ethical standards.
1.4. Observe the rules of personal hygiene.
1.5. Take care of the property of the Institution, including bed linen, furniture, inventory, equipment, etc.
1.6. Maintain cleanliness in dormitories, public areas and on the territory of the Institution.
1.7. Respect the right of other vacationers to rest.
2. Vacationers are STRICTLY PROHIBITED:
2.1. Bring, use on the territory of the Institution firearms, piercing and explosive objects, pyrotechnic products.
2. 2. To bring pets into the territory of the Institution.
2.3. Arbitrarily leave the territory of the Institution.
2.4. Smoking cigarettes, drinking alcohol, drugs.
2.5. Eat wild mushrooms, berries and fruits of wild trees.
2.6. Use assault, threats, intimidation, blackmail.
2.7. To be in the utility rooms of the Institution that are not intended for vacationers to stay in them.
6. FINAL PROVISIONS
6.1. These Rules apply throughout the entire period of stay of the Vacationer in the Institution.
6.2. In case of non-compliance with the Rules, various administrative measures may be applied to vacationers, including the adoption of a decision on the further stay of the vacationer in the Institution or his expulsion.
6.3. In the event that violations of these Rules entailed consequences that fall under the qualification of an administrative or criminal offense, the Institution is liable only within its competence, in all other respects the fault lies with the violator.
