Accreditation is a voluntary process designed specifically for child care programs, family child care homes and school-age programs. The accreditation process is an opportunity for a program to conduct a thorough examination of every aspect of the program based on recognized quality standards. Accreditation involves staff, parents, administrators and children. The process consists of a comprehensive self-study, a validation visit by an objective, qualified, trained individual, and a review of the self-study and parent and staff surveys by a Council of peer professionals and educators. Receiving the award of program Accreditation is highly prized and exemplifies a program that excels in the care and education of young children. National Association for Family Child Care (NAFCC)
The National Association for Family Child Care accredits family child care homes that offer high-quality child care services. The purpose of Accreditation is to offer professional recognition and consumer distinction to those providers who meet these high standards of quality through their consistency and dedication. Accreditation is intended for providers who have demonstrated a commitment to reach beyond the minimum requirements of state licensing.

National Association for the Education of Young Children (NAEYC) for Early Childhood Programs
In this accreditation process, a child care center’s administration, staff, and parents join with representatives of the National Academy of Early Childhood Programs to determine whether their program meets nationally recognized criteria for high quality. Accreditation is achieved through self-study and facilitates lasting improvements in the quality of the early childhood program.

National Early Childhood Program Accreditation (NECPA)
NECPA standards combine health and safety standards and developmental standards. The Accreditation process examines program areas such as professional development, work environment, outdoor environment, developmental program, parent and community involvement, and administration.

The NECPA system is a streamlined, user-friendly approach to Accreditation. It begins with a self-assessment and improvement plan, which the center implements. A volunteer peer verifier then follows up with an on-site visit. The National Accreditation Council studies the results of the self-assessment and verification visit and makes an Accreditation decision.

National Accreditation Commission For Early Care and Education Programs (NAC)
NAC promotes professionalism and program quality. Administrators, staff, and parents evaluate the early care & education program in accordance with NAC Accreditation standards, identifying strengths and weaknesses and making needed improvements as required. This information is documented in a self-study report. Upon completion of the self-study trained early care and education professionals conduct on-site observations and interviews verifying information provided in the self-study report. NAC commissioners assess the self-study report with the Validator’s comments and verification that the program meets NAC accreditation standards. Commissioners then recommend to award, defer, or deny accreditation.

Accreditation Funds
Children’s Home + Aid Child Care Resource & Referral (CCR&R) Program receives funds from the Illinois Department of Human Services (IDHS) to support child care programs and family child care providers in achieving Accreditation. Accreditation Assistance Funds may be applied toward Accreditation fees. Priority is given to programs funded by IDHS, with greater priority given to those with 25% or more of their enrollment consisting of IDHS funded children, however all individuals are encouraged to apply.

Yes, we love to mix fun with learning at Kiddie Academy® Educational Child Care. But, in all seriousness, accreditation is an important consideration for parents when you’re searching for a place to educate and care for your child.

Child care accreditation is a measure of quality assurance. It’s validation by a third party that a child care provider’s practices and facilities meet established standards.

“Accreditation indicates to families that a child care center provides high-quality childhood education in a safe environment,” said Richard Peterson, Kiddie Academy’s Vice President of Education. “It gives them peace of mind in knowing their children are receiving early care and education that helps prepare them for future success in school and in life.”

Kiddie Academy encourages and supports each independently owned and operated franchise location to secure accreditation from the National Association for the Education of Young Children (NAEYC), the gold standard for excellence in the field of early childhood education. We also recommend that Academies seek the highest level of achievement at the state level. States develop their own certification programs based on the Quality Rating and Improvement System (QRIS). This is a framework offered by the U.S. Department of Health and Human Services for states to establish their own rating systems.

State-supported QRIS measures many of the same things as NAEYC accreditation, although their processes vary from state to state,” said Kiddie Academy’s Director of Education Quality, Sheena Robertson. Among the things they look at are curriculum, teaching qualifications and preparations, relationships with parents and the facility’s physical environment. NAEYC’s website offers a more detailed look at the 10 Standards it evaluates during the accreditation process.

So, what happens during the NAEYC accreditation process? Accreditation requires the completion of a rigorous and comprehensive period of self-study involving administrators, staff and parents. The self-study identifies program strengths and areas for continued improvement; and a development plan is established to map out goals and strategies for program enhancement. Once the self-study is completed, a team of independent evaluators, representing leaders in the field of early childhood education, conducts an on-site visit to determine whether the program meets or exceeds accreditation standards and established quality indicators and, ultimately, merits accreditation.

When an Academy receives accreditation, here are just a few things it signals to parents:

  • Qualified and prepared teachers and staff
  • A safe, caring environment
  • Excellent communications with families
  • An ongoing process of self-review and improvement
  • High-quality curriculum and practices

“To a parent, this means we’re held to higher standards than a non-accredited center,” Robertson emphasized. “It’s about where you are now and where the improvement journey will lead you. We encourage all our Academies to exceed the standards every year. Accreditation shows parents that when we say we’re a quality child care provider, it’s backed by a standards-based evaluation.

    Who can get accreditation

    There are four mandatory conditions for obtaining accreditation: profile OKVED codes, at least 30% of the share of revenue from IT services, information about IT on the website and disclosure of tax secrets.

    Only a company can get accreditation, an individual entrepreneur is not available. The head of the Ministry of Digital Development, Maksut Shadayev, said that large companies, in order to obtain accreditation, can allocate specialized divisions to a subsidiary IT company – this will not be regarded as splitting the business. The main thing is that the new company does not arise during the reorganization, otherwise it will not be able to receive tax benefits.

    The company in the Unified State Register of Legal Entities must indicate the profile OKVED code. Before the innovations, there were 7 such codes, now there are 31 of them.

    The profile code should be indicated as the main one, but some types of activities from the list should be accompanied by additional ones. For example, if the main OKVED is 46.51.2, software wholesale, then, for example, 62.01 – software development should be indicated as an additional one.

    Which OKVED codes are valid in 2022

    Another general condition for obtaining accreditation is that the share of revenue from IT services must be at least 30% of the total at the end of the last year. The list of activities related to IT services was published by the Ministry of Digital Development in a separate order – it differs from the OKVED profile codes. It includes, for example, the creation and training of neural networks, cybersecurity services, acceptance of electronic payments, and so on – a total of 36 types of activities.

    If the company is less than a year old, and the income during this time exceeds 1,000,000 R, then all revenue from the moment of registration is taken into account. This is a new requirement: previously, a share of revenue was taken into account only when receiving tax benefits.

    The official website of the company should indicate in which areas the organization works in the IT field and whether its products are included in the unified register of Russian programs.

    In addition to the mandatory, there are additional conditions for obtaining accreditation, which are divided into three options. An IT company must meet the conditions of at least one of them. The organization can choose the option that is convenient for itself: the first is suitable for companies with high salaries, the second is for those who develop software from the register of the Ministry of Digital Development, and the third is for startups.

    In the first option, in addition to the mandatory requirements, there is one condition: the average salary of the company’s employees for the last three months must not be lower than the average for the country or region.

    The average salary in the organization is determined as follows: the sum of all payments and other remuneration is divided by the number of employees – and so for each of the last three months. The average salary of the Ministry of Digital Development will be compared with the average salary for the country or region in which the company is registered, according to Rosstat.

    In the second option, the additional conditions are as follows:

    1. The company’s income for 2021 must exceed 1,000,000 R. And if it was created in 2022, then for the months of this year.
    2. The company must be the owner of the software included in the register of Russian programs of the Ministry of Digital Development and receive income from its sales.

    Salary requirements are not taken into account in this case.

    How to get into the register of domestic software

    Accreditation can also be obtained by IT startups with no or little revenue. Here are all the conditions:

    1. The average salary of employees is not lower than the average for the country or region.
    2. Company established less than three years prior to application.
    3. Startup income from the moment of creation is less than 1,000,000 rubles.
    4. The website indicates what exactly the company does in the IT field.

    If there is no start-up registry in the region in which the company is registered, then it is enough to meet the conditions above. If there is a registry, you need to register in it. And then the startup’s revenue from IT must be at least 30%.

    Now there is a register of startups only in Moscow, so only metropolitan startups should provide an extract. Within a couple of months, the Ministry of Digital Development will turn to other regions with a request to create a register of startups in each.

    How to launch a startup

    Public and autonomous institutions in the IT sector can also get accreditation. The conditions are as follows:

    1. The main OKVED code is from the profile list.
    2. The average monthly salary is not lower than the average for the country or region.
    3. The official website has information about activities in the field of IT.
    4. IT revenue exceeds 30% of the total.

    Public institutions and autonomous non-profit organizations established by the state can also receive accreditation if they meet the first three requirements. Instead of the last point, this is: the cost of IT activities must exceed 30% of all costs.

    How to apply

    You can apply in your personal account on public services. To do this, you need to open the form for accreditation on behalf of the company.

    It can be filled out by the head of the company or another person with a power of attorney, which must also be attached to the application. The head must sign the application with an enhanced qualified electronic signature.

    Information about the company and the manager will be pulled up automatically from your personal account – you need to check it and fill in the missing lines, for example, indicate the company’s website.

    The application must be accompanied by:

    1. Certificate of no criminal record of the head.
    2. Statement of income, and for state institutions and autonomous non-profit organizations – statement of expenses.
    3. A statement signed by a manager or authorized person that IT revenues exceed 30% of the company’s total revenue.

    In addition, before submitting an application, you must send consent to the tax office for the disclosure of tax secret information.

    Form of taxpayer’s consent to disclosure of tax secret information

    Income statement must contain the total amount and breakdown of each specific income for IT services from legal entities and individuals. For each service, you must specify the OKVED code from the list of profile services. Startups registered in the Moscow register must provide an extract from it.

    In addition, the Ministry of Digital Development may request additional information from the company. After submitting the application, the ministry will conduct an audit – they will request the necessary data from the tax office. If the department issues accreditation, it will enter the company in the register of accredited organizations and send a notification to the personal account on public services. The refusal will also be notified at public services.

    The entire review will take 15 business days from the date of application. This period may be delayed if the Ministry of Digital Transformation requests additional information from the company.

    What should those who are already accredited do? Otherwise, accreditation will be canceled, and a new application for its receipt can be submitted only after a year.

    Starting from 2023, the Ministry of Digital Development will conduct scheduled inspections of accredited companies every year until July 1. At the request of the ministry, it will be necessary to provide a certificate of income from activities in the IT field. Companies that already apply reduced IT contribution rates will not be reviewed.

    When accreditation can be canceled or denied

    Accreditation can be denied:

    1. Those who do not meet the specified requirements.
    2. Companies that did not consent to the disclosure of tax secrets.
    3. Organizations, more than 50% of which are directly or indirectly owned by the state or municipality, with the exception of state, budgetary, autonomous institutions and ANOs.
    4. State agencies, state unitary enterprises, municipal unitary enterprises, state companies, state corporations, public companies.
    5. Banks, credit and non-credit financial institutions, insurance companies, telecom operators.
    6. Companies whose executives have an unexpunged or outstanding criminal record.
    7. OJSC from the list of the government dated January 23, 2003 No. 91-p, for example Aeroflot, Alrosa, Gazprom and so on.
    8. Companies with a tax debt of more than 3000 RUR

    Companies can reapply after they eliminate the reasons for the refusal, or appeal the refusal.

    Already accredited organizations with any indirect state participation will be able to remain in the register. But direct participation will be taken into account: by the time of the annual audit on July 1, the share of direct state participation should be less than 50%.

    Once a year, the Ministry of Digital Development may conduct an unscheduled audit of an already accredited company. To do this, the department will send requests to other authorities and request a certificate of income from the company to make sure that it still meets the requirements. Data for the last three months will be checked.

    Also, accreditation can be canceled if the company:

    1. Itself submits an application for refusal of accreditation.
    2. It will be closed, and information about this will appear in the Unified State Register of Legal Entities.
    3. Will give false information. In this case, the company and officials will be held liable.
    4. Will not give consent to the disclosure of tax secrets.

    You can refuse accreditation in electronic form at public services. After that, you can re-apply after six months from the date of cancellation.

    What are the benefits for accredited IT companies

    From 2021, accredited IT companies can receive tax benefits. Here are the main ones:

    1. The income tax rate is 3% in 2021 and 0% in 2022-2024 instead of 20%.
    2. Aggregate rate of insurance premiums — 7.6 instead of 30%.
    3. Moratorium on field tax audits until March 3, 2025.

    Accreditation is required to receive benefits, but there is an additional condition: the share of core revenue is at least 70% of total revenue.

    An accredited IT company can receive preferential loans at a rate of no more than 3% if, for the period of the loan agreement, it retains at least 85% of jobs and indexes employees’ salaries annually.

    Accreditation also gives:

    1. Simplified hiring of foreign specialists from visa countries, that is, it is not necessary to obtain permission to attract foreign labor. In addition, foreign IT specialists can find a job in an accredited company without a patent or work permit.
    2. Employee benefits, such as military and mobilization deferrals and 5% mortgages.

    After being included in the list of accredited IT companies in public services, you can order an extract from the register – this can only be done by legal entities. In addition, in the service, you can check whether an IT company has accreditation without an extract: for this, you need to enter the TIN or company name. This service is available to everyone. So employees of IT companies will be able to understand whether they are eligible for benefits – a deferment from mobilization or an IT mortgage.
