The heads of the five regions of Russia are leaving their posts. How do they explain it
On May 10, five heads of Russian regions announced their resignation from their posts. The governors of the Tomsk, Kirov, Saratov regions and the Republic of Mari El intend to terminate their powers ahead of schedule, and the head of the Ryazan region announced that he would not be nominated for the post of head of the region for the next term. Kirov Governor Igor Vasilyev intends to continue working “at the federal level”, and the head of the Ryazan region expressed the hope that he could “be useful to the country in his new position.”
The first to announce his resignation was the governor of the Tomsk region Sergey Zhvachkin, who had been in charge of the region for 10 years.
The State Duma announced that the Tomsk Region could be headed by a reservist from the School of Governors
State Duma deputy from the Tomsk Region, Chairman of the Committee on Regional Policy and Local. ..
“This position of mine was supported by Vladimir Vladimirovich Putin, for which I am very grateful to him,” the official said.
He thanked the residents of the region for their support and constructive criticism of his work in office. Zhvachkin said that he did not intend to leave the region after the end of his gubernatorial career.
“On January 20, I turned 65. And although all men are boys at heart, I am still one of the oldest governors in the country. And of course, you need to give way to the young,” he said. — There is a law that limits the work of governors to two terms. I’m used to following the law. I have never looked for and am not going to look for any loopholes. Never clung to a chair.”
Zhvachkin has been in office since 2012. In 2017, he was re-elected for a second term with 60.58% of the vote. Before becoming governor, he worked in the oil and gas industry, in particular, headed the Tomskgaz and Tomskgazprom companies, and was also a deputy of the regional Legislative Duma.
Kirov region
Governor of the Kirov region Igor Vasiliev is also leaving his post. According to him, such a decision is connected with the approaching end of the term of office. He said that he intends to “continue work at the federal level.”

“My request to work for the benefit of the development of the whole country was supported by Russian President Vladimir Vladimirovich Putin,” Vasiliev wrote in his Telegram channel.
He thanked the government of the region and the heads of municipalities for the joint work done.
“Together we managed to achieve high results: new kindergartens and schools appeared in the region, we created all the conditions for the development of additional education. We have created a solid foundation for the further development of the healthcare system,” Vasiliev said.
Vasiliev previously headed Rosreestr, and on July 28, 2016 was appointed Acting Governor of the Kirov Region. In the early elections held on September 10, 2017, Vasilyev, nominated by United Russia, won 64.03% of the vote.
Saratov region
The head of the Saratov region Valery Radaev also announced that he was leaving his post ahead of schedule.

He announced that he intended to “focus on another area of work.”
The Governor expressed his gratitude to the people of the region for their joint work and support, and thanked Vladimir Putin for his trust.
Radaev became acting governor of the Saratov region in March 2012. In April 2012, the deputies of the Saratov Regional Duma at an extraordinary meeting decided to empower Radaev with the powers of the governor. On September 10, 2017, he was elected governor of the Saratov region. 74.63% of voters voted for Radaev.

“In connection with the expiration of the term of office of the head of the Republic of Mari El, I turned to the President of Russia with a request to accept my resignation,” Evstifeev said.
The politician thanked the president and residents of the region for supporting the initiatives implemented in the republic over the past five years.
“We managed to do a lot and this is our common success. I believe that the further dynamic development of Mari El will continue and will contribute to the prosperity of our country,” the head of the region said in a Telegram message.
Evstifeev took over as acting head of the republic after the resignation of Leonid Markelov in April 2017. In September 2017, he was elected head of the Republic of Mari El, gaining 88.27% of the vote with a turnout of 43.62%.
Ryazan region
Ryazan governor Nikolai Lyubimov announced that he would not be nominated for the post of head of the region for the next term. He also noted that the end of his term is already close.
“I am grateful to my team for effective work, to every Ryazan citizen for help and constructive criticism. I hope that in this difficult time I will be able to be useful to the country in my new position,” the head of the region said.
At the beginning of 2017, Lyubimov was appointed Acting Governor of the Ryazan Region by presidential decree; on September 18, 2017, he was elected Governor.
New “gubernatorial fall”
In January, Vedomosti, citing sources in the presidential administration, reported that the first gubernatorial resignations could begin in the first quarter of this year. The publication did not rule out that up to nine governors could leave their posts during this “season”. Direct gubernatorial elections will be held in 14 regions this fall.

At the end of April, three publications at once – Kommersant, RBC and Vedomosti – reported, citing sources, about the possible cancellation or postponement of direct gubernatorial elections. According to Kommersant, several governors have asked to explore this possibility due to the current economic situation. The Kremlin announced the absence of such initiatives and discussions.
Vice-President of the Center for Political Technologies Rostislav Turovsky believes that resignations at the end of winter – early spring provide an opportunity to prepare a new head for future elections. According to the expert, the chances of resignation are higher for those governors who have been working for a long time and have not distinguished themselves by outstanding achievements.
The last time the heads of the regions resigned en masse was in the fall of 2021 . Then three governors left their posts. Dmitry Mironov, who headed the Yaroslavl region since 2017, was appointed to the post of assistant to the head of state. The president also dismissed the governor of the Tambov region, Alexander Nikitin, and the head of the Vladimir region, Vladimir Sipyagin.
In 2017-2018, the largest-scale removal of heads of regions from their posts took place. So, from September 25, 2017, Nikolai Merkushkin (Samara Region), Valery Shantsev (Nizhny Novgorod Region), Viktor Tolokonsky (Krasnoyarsk Territory), Ramazan Abdulatipov (Dagestan), Igor Koshin (Nenets Autonomous Okrug), Vladimir Miklushevsky (Primorsky Territory) resigned. , Vadim Potomsky (Oryol Region), Vladimir Gorodetsky (Novosibirsk Region), Viktor Nazarov (Omsk Region) and Governor of the Ivanovo Region Pavel Konkov.
