Early Intervention
Early Intervention Coordinator evaluates developmental delays.
The Early Start Program is California’s response to federal legislation to ensure that early intervention services are provided to infants and children with disabilities and their families in a coordinated, family-friendly manner. The Early Start Program is a multi-agency program administered jointly by the Department of Service Development and the California Department of Education that encourages family-professional partnerships, family support, and service coordination. The nationwide program is available throughout California and is available through regional centers for individuals with developmental disabilities, district education departments or local school districts, health or human services agencies, and family resource centers/networks in your community.
Eligible children include those infants or toddlers (birth to 36 months) who:
- have a significant delay in at least one area of development,
- have an established risk condition with a known probability of disability or delay, or
- you have severe vision, hearing or orthopedic (“exceptionally low frequency”) conditions,
- are at “high risk” for developmental delay or disability due to a combination of biomedical risk factors.
Early Start Eligibility Change 12-22-14
Early Start Early Intervention services are provided by public and private programs that focus on the health and well-being of young children from birth to 3 years of age. The development of the child is assessed in each of these five areas:
- ability to move, see and hear (physical)
- ability to think and learn (cognitive)
- ability to understand, speak, express oneself (language and speech)
- ability to relate to others (social and emotional)
- ability to eat, dress and care for or help oneself (adaptive)
Early intervention services and supports are planned and provided through partnerships between families and professionals, with NBRC Early Intervention Coordinators coordinating community services based on the needs of the child and each family’s preferences using an individual family services plan.
Early Start Services are designed to meet the needs of each infant/toddler and the needs of the family and are provided in the “natural environment”, i. e. at home and in the community, in which children without disabilities participate. Examinations, assessments and most services are provided free of charge to the family, although private insurance must be used for medical services/treatment if available.
At age 3, Early Start children transition to special preschool programs and Lanterman Regional Centers if they qualify, or they exit special services. The early start and special education systems work together to ensure a smooth transition for the child and family.
An important part of Early Start is a network of Family Resource Centers/Networks (FRC/Ns) that support families’ emotional and informational needs by providing parent-parent contact, disability and early intervention information, and assistance in accessing services. . Telephone contact, home or hospital visits, and support groups are all ways families can connect with experienced, parent-knowledgeable “peers” through their local Family Resource Center/N.
