COVID-19 POLICY

If you have any symptoms related to Covid-19, please make sure that the test you take is not the rapid test. 

Happy Home requires you to take the COVID-19 (SARS-COV2) TEST. 

If you or your child is positive:

• Notify the school immediately

• The lab must send results to our school or parents must scan the copy

• Everyone in the home must be tested if the results are positive

• Happy Home must receive two negative test results before returning back to school 

Antigen tests are typically cheap, return results in minutes, and, like the genetic tests, reveal an active infection. They already exist for strep throat, influenza, tuberculosis, HIV, and other infectious diseases. But so far, only one antigen test for SARS-CoV-2, the coronavirus that causes COVID-19, has received emergency use authorization from the U. S. Food and Drug Administration (FDA).

Changing conditions in orphanages

In 2015, the Happy Children Foundation held a roundtable at the children’s rights ombudsman of the Krasnoyarsk Territory, dedicated to the reorganization of children’s homes in the region (in accordance with Decree No. 481, which instructs institutions for orphans to create conditions close to family ) which was attended by experts from the Department of Mental Health and Early Development of St. Petersburg State University and representatives of orphanages, as well as training seminars for employees of orphanages (Krasnoyarsk and Sosnovoborsk, who already have experience of getting to know and implementing the family model of education in homes child).

The round table was held thanks to the support of the Charities Aid Foundation in Russia.

Roundtable targets:

– discussion of the current situation in the children’s homes of the region from different perspectives,
– discussion of the urgent needs of managers and employees, in particular, those related to the implementation of the Decree of the Government of the Russian Federation No. 481,
– development of a strategy for joint actions to develop the system of orphanages in accordance with the Government Decree RF No. 481.

In the first part of the round table, reports were made by the Ombudsman for the Rights of the Child in the Krasnoyarsk Territory I.Yu. Miroshnikova , Candidate of Psychological Sciences, Associate Professor, Department of Mental Health and Early Support for Children and Parents, St. Petersburg State University O.I. Palmonova , head of the department of institutions for orphans and children left without parental care, Ministry of Education and Science of the Krasnoyarsk Territory I.A. Gushchina , Head of the Department for Organization of Pediatric and Obstetric and Gynecological Care of the Ministry of Health of the Krasnoyarsk Territory G.Z. Slepneva , senior educator of the Usolsk Regional Specialized Orphanage S.G. Kostyukova , HR Director of the group of companies “Commander” P. I. Vyazhevich, Candidate of Psychological Sciences, Associate Professor of the Department of Developmental Psychology and Counseling, Siberian Federal University O.S. Ostroverkh, director of the interregional public organization “Krasnoyarsk Center for Curative Pedagogics” O.M. Matveev.

The second part of the round table was devoted to the exchange of opinions and proposals of representatives of orphanages in the Krasnoyarsk Territory. Difficulties experienced by the staff and administration of orphanages were noted.

Questions were raised regarding the creation of a family model of upbringing in orphanages:
– how to develop a regulatory framework for an orphanage,
– how and by what quality indicators to check the results of training of employees of orphanages in the field of accompanying children brought up in institutions, their psychological health and development indicators of quality,
— how to motivate and achieve the use in the work of employees of the competencies and skills mastered by them during training aimed at caring for a child,
– how to reduce the negative influence of adults on a child.

Representatives of orphanages emphasized the need to increase the competence of staff, in particular, in organizing family-like interaction with children.

Roundtable participants:

1. Noted the need to develop and implement a training project for employees of orphanages in the Krasnoyarsk Territory using the resources of NGOs, higher educational institutions and businesses that meets the following criteria: training should be planned and systematic, should be implemented in accordance with the Decree of the Government of the Russian Federation of May 24 2014 No. 481, while flexibly considering the individual characteristics of each orphanage, the organization of supervision is obligatory. It is necessary to develop a model of interdepartmental interaction for training the staff of orphanages.

2. Noted the need to develop a model of interaction / succession of early intervention services and orphanages in work with families taking children for adoption and guardianship.
