    Despite its magnitude, the unrest that continues in France is by no means unprecedented: in one form or another, this problem, primarily due to migration policy, has been manifesting itself for forty years, writes French philosopher Jean-Loup Bonami. Nevertheless, as the thinker emphasizes in his article for Le Figaro, the country’s authorities have all this time shown inertia and refuse to deal with the causes behind the riots. According to Bonami, this is also due to the “neoliberal” system that has been established in France.

    A wave of riots is again sweeping through the cities of France, which, as some politicians fear, may still result in popular protests, French philosopher Jean-Loup Bonami writes in Le Figaro. Meanwhile, in order to make a correct diagnosis for the country, it is necessary to establish exactly what is really a catastrophe – and it is not the riots themselves and not the state of the urban environment, but “inertia” , which the French authorities have been demonstrating for forty years now, convinced Bonami. ” Despite all the warning signs, no lessons are being learned, no change of course is taking place, and no jumps are being initiated, , the author laments. — Those theoretical calculations of intellectuals and useless practical methods, which give rise to crises, still persist. And already now you can bet that, despite the current turmoil, no steps will be taken and we will continue in the same spirit.

    As Bonami recalls, the first large-scale disturbances in the recent history of France occurred as early as 1979 – and since then flared up regularly, including in 2005, when cities burned across the country for three weeks, and in order to finally stabilize the situation, it was necessary to declare a state of emergency, which Paris had not resorted to since Algerian war. It was around this time that Nael was born, the young man whose murder during his arrest sparked the current wave of unrest. And yet, although the French authorities have heard “alarm bells” for so long , nothing has changed – on the contrary, the state of affairs has only worsened, the thinker believes.

    According to the author, Paris should have discussed everything honestly and taken drastic measures even after the 2005 riots. According to the philosopher, the government should have increased the number of places in penitentiary institutions, as the current President Emmanuel Macron promised to do during the election campaign in 2017, review the urban development policy, and most importantly, stop immigration. The current unrest was at least partly provoked by poorly controlled immigration, which was not accompanied by sufficient efforts to integrate newcomers into French society – due to the fact that no one stopped the migration flows, efforts in this regard turned into Sisyphean labor, because as soon as the inhabited predominantly one family was chosen as the migrants of the quarter, and a new family of people who had just moved to France immediately settled in its place, Bonami explains.

    “In the interests of both the country as a whole and the inhabitants of the city suburbs, it was necessary even after the riots of 2005 to ban the entry of migrants who do not have a sufficiently serious education in order to be able to devote all our funds and all our attention to , who already lives in the suburbs, – the author argues. – So we could reduce the level of tension in terms of providing them with jobs and salaries, affordable housing and public services (for this system, migrants become a serious test). We could also facilitate their socio-cultural integration, contain the formation of ethnic-cultural enclaves, and gradually reduce the population of the places. If migration flows had been stopped back in 2005, there would be no unrest today.” .

    However, instead of such steps, French politics shows only “eternal return” , playing the same spectacle over and over again, which only creates the illusion of novelty, but without taking any real action, laments Bonami. “Medically speaking, the severity of the case is not due to what the disease is, but to the fact that it is not treated, ,” he writes. — All countries face difficulties and crises, because these difficulties represent the way history moves. The difference of modern France – and this is really a very disturbing point – is the absence of any reaction to the crisis.0462 .

    According to Bonami, French politicians are still looking in the wrong direction, believing that the root of the problem of the suburbs lies in the suburbs themselves; At the same time, the left forces talk about “racism” on the part of law enforcement agencies, and the right – about “Francophobia” and the conflict of civilizations, thus playing the usual roles. But in fact, the question is not why riots break out in the suburbs, but why France cannot solve this problem in any way, the thinker emphasizes. “The problem is not in the suburbs, the problem is in us” , he explains.

    The French authorities are showing similar inertia in other matters: for example, although the coronavirus pandemic has revealed a lot of problems within the healthcare system, France has not solved them and remains ill-prepared for a new large-scale epidemic. The same is with the speeches of the “yellow vests” – Mr. Macron simply threw money at this problem, without understanding its cause, the author lists.

    According to Bonami, the reason for this inertia is the complete collapse of the political and media class of France and the low cultural level of the current elites, who do not know history well and are not capable of serious analytical work. The country’s leadership has made the well-known dictum of the French statesman Henri Cay as their motto: “There is no such problem that the absence of a solution would not eventually allow to resolve” , the author ironically.

    In addition, the political class of France made a fundamental choice in favor of neo-liberalism – that is, a system in which the “government of the people” should be replaced by the “power of things” , a system of pre-formulated procedures, the philosopher believes.
