Program Overview:
The Child Care Assistance program is an income-based reimbursement program for low-income families who earn 300% or less of the Federal Poverty level.
To qualify parents must be employed or in receipt of Temporary Assistance and participating in an approved activity in which they demonstrate a need for child care. Child care assistance is also available to high school students enrolled in secondary education, grandparents and other relatives who have custody of children, foster care parents, and special needs children.
Eligibility Criteria:
The family’s eligibility for child care assistance is based on the need for care, household size and household gross income. The household must be programmatically eligible and financially eligible and must also use an eligible provider.
Income eligibility: Family must earn less than 300% of the Federal Poverty Level (FPL) for their household size.

- • A legally exempt provider of Family Child Care or In-Home Child Care enrolled with a legally exempt enrollment agency
- • A legally exempt provider of group child care enrolled with a legally-exempt EA

Parent Fees:
As part of NYS regulations all non-temporary assistance families receiving low income child care assistance must pay a portion of the child care expense to their chosen child care provider. This payment is called the Parent Fee or Family Share. The actual amount will vary according to the family’s income and household size but will be a minimum of $1.00 per week.
Child Care Assistance FAQs
Q. What are the age guidelines for Day Care?
A. Infants to under 13 years of age. A child with special needs of any age may be eligible for Day Care Assistance. Documentation from a medical or mental health professional must be provided.
Q. Must a Day Care provider be registered in order to qualify for Child Care Assistance?
A. No. An informal child care provider such as a relative, friend of the family, or a trusted neighbor must receive department approval. Registered providers are paid at a higher rate, but unregistered providers also qualify.
Q. How are providers reimbursed?
A. Providers submit documentation to the Day Care Unit on a monthly basis. The documentation consists of a time sheet indicating the child’s name, age and days of care. Upon receipt of this documentation, the Day Care Unit processes payment.
Q. Does Child Care Assistance cover parents who are enrolled in a college program?
A. No.
Q. Does part-time work qualify?
A. An applicant/client must work an average or minimum of 10 hours per week.
Q. Do other custodial relatives qualify for Child Care Assistance?
A. Yes. Only the child’s income is considered. Documentation of custody must be provided.
Q. Does an individual need a child support order to receive Day Care Assistance?
A. As of May 15, 2004, the individual must actively pursue child support/child care monies in order to qualify.

Q. Are foster care parents eligible for Child Care Assistance?
A. Yes. Foster children are eligible while the foster parent(s) works and/or if care is needed to protect a child’s placement. Household income is not considered.

The Child Support program provides custodial parents with assistance in obtaining financial support and medical insurance coverage for their children by locating parents, establishing paternity, establishing support orders and collecting and distributing support payments.

Child Care Licensing Administrative Rules Under Review
Proposed Rules for Review
The South Dakota Department of Social Services (DSS) is evaluating the state’s child care licensing standards (administrative rules of South Dakota, ARSD) and processes. The State has gathered initial feedback from a small group of child care providers to help guide us in the proposed rewrite of South Dakota’s child care licensing standards. Additional engagement sessions were held for child care providers, parents and child care stakeholder the week of January 16, 2023 to receive input on the draft rule revisions proposed.

Next Steps
DSS will evaluate the gathered input and possibly make revisions to the proposed rules. Once the 2023 legislative session is completed, a public hearing will be held for a final comment period.

In-Home and Informal Providers
Informal or in-home providers are exempt from being registered or licensed, but they can receive child care assistance payments for the one family in care, if they meet the minimum standards set by the state and federal government. These standards, that help ensure children’s safety, include: training, a background check, meeting health and safety standards, and an annual inspection of the home to ensure compliance with health and safety standards.
State Unregulated Providers
Unregulated Family Day Care providers have the option of being registered with the department, but are not able to receive child care assistance payments or other federal funds unless they become registered. Unregulated providers are not required to meet any federal or state standards.
Report a Concern

Concerns of non-compliance with licensing regulation: To report a concern about a regulated child care provider, you may contact a licensing specialist directly, call Child Care Services at 800.227.3020, or submit your concern using our online complaint system.
- Concerns of child abuse and neglect: All suspicions or concerns related to the abuse or neglect of children in a child care program are to be reported to Child Protection Services at 877.244.0864 or your local law enforcement agency.

kindergarten
DAY AND CHILD CARE GROUP
Center “Znayka” invites preschoolers from 1.5 years old to day care groups. Each family can choose the most suitable option for visiting the group – full day / full week, part-time, part-week, hourly stay.
Children can attend a group for several hours, half a day, full day, full and part week (but not less than 3 days a week). Each family can choose the most appropriate schedule for the child to visit the group.
The day care group is located in a room equipped with all necessary accessories: furniture, tables and chairs, toys, etc. Each room has a recirculator for quartzing the room. Quartzization and ventilation in the room is carried out according to the approved schedule. We made the design of the group in the image and likeness of a home environment that reminds children of their own home – cozy and comfortable. It is this approach in organizing the space of the child that allows him to go through the adaptation most gently and comfortably. The daily routine of the group is built taking into account the requirements and norms for organizing the day of preschoolers. Every day, kids have morning exercises, play activities of interest, creative activities, in a group, children can not only do modeling and drawing, but also draw with quartz sand on light tables, daytime sleep allows the child to relax and restore their strength for playing in the afternoon, walks on the playground, a balanced diet, every day children receive fruit.

REQUIRED to attend day care groups:
* call us and come to meet with your child on any weekday at 18:30.
* undergo a medical examination: OAM, UAC, feces for I / worms, scraping, an extract from vaccinations or medical withdrawals, a pediatrician’s conclusion about the possibility of visiting a preschool group and the absence of quarantine at the place of residence, a pediatrician’s certificate is valid for 3 working days.
* conclude an agreement with copies of documents attached: a copy of the legal representative’s passport, a copy of the child’s birth certificate.
IMPORTANT!!! We do not accept children without a medical certificate in the group. We adapt each child individually and therefore we plan the adaptation in advance at the rate of 1.5-2 weeks per child.

Baden-Württemberg offers a wide variety of childcare options, from nurseries and kindergartens to private babysitters.
The child care system is divided into two blocks: care for children under 3 years of age and care for children over 3 years of age. The cost of childcare may vary and depends, among other things, on the daily duration of childcare.
Decisive factors in choosing a child care institution are its location, size, profile, facilities, mode of operation, funding agency (state funding, denominational or private funding) and pedagogical orientation. As an alternative, there is the possibility of placing the child in a kindergarten at the enterprise, if the employer provides for such an opportunity. Child care facilities are in high demand, so the child should be enrolled in an appropriate facility as early as possible. Depending on the age of your child, you may choose to provide care for your child from one of the following institutions:
Nursery
Nursery accepts children from one to three years of age. Here, childcare is usually provided on a reimbursable basis; The number of employed specialists depends on the size of the group and the duration of the work. Nursery hours can range from 10 to over 50 hours per week (full day group).
Kindergarten
Starting from the fourth year of life and until entering school, children can attend a kindergarten. Every child who has reached the age of three is entitled to a place in a kindergarten, but often the limited number of available places does not allow for all those who need it. Kindergarten attendance is not mandatory. Meanwhile, there are various types of kindergartens, focused on the individual needs of the child and parents (for example, integrative-type institutions, kindergartens that work according to the Waldorf methodology and the Montessori system, with the study of a foreign language).
Day Care (Babysitters)
Having a babysitter is a great option for parents who prefer to raise their child in a family environment. Babysitters work with small groups of children (usually up to 5 people) aged 0 to 3 years. As a rule, care is organized at the home of the nanny-educator, however, by agreement, it can also be organized on your territory in the environment familiar to the child.
Medical and pedagogical children’s day care institution
Care for children with disabilities (physical, mental and mental disabilities) before entering school can be carried out in special medical and pedagogical day care institutions for children, where intensive care is provided for them, as well as developmental and stimulating classes.
