Office of Child Care | Division of Early Childhood

The Office of Child Care (OCC) works to support and guide early education and child care so that every young child in Maryland has a strong foundation and will be ready for kindergarten.

The Office of Child Care’s Licensing Branch inspects and licenses all child care centers and family child care providers in the state. The OCC maintains Regional Licensing Offices around Maryland, which are responsible for all child care licensing activities in their geographical areas. The Office also oversees Maryland’s Child Care Scholarship Program, the state’s Child Care Credentialing System, and Maryland EXCELS – the state’s quality rating and improvement system.

As someone who works with children, you know that the stakes are high when it comes to child care. Young children must be kept healthy and safe, but also have experiences that promote their learning and development. A child’s early years, after all, are the basis for the rest of their lives — cognitively, socially, emotionally, and physically. This period of time is an amazing window of opportunity for children to grow and explore.

OCC works with child care providers and centers to makes sure that providers receive the tools they need to guide Maryland children. Depending on your interest, you can learn more here:

According to the Census Bureau, there are over 15 million children in the U.S. who are under age six and regularly require child care. More than 300,000 of those children live in Maryland.

Child Care – Informal and Formal

Informal child care is when a friend, relative, or nanny cares for a child in the family home or in his or her own home, receives no compensation of any kind for providing care, or provides care for less than 20 hours per month.

Formal child care includes child care centers and family child care homes. OCC has standards for these facilities to be licensed or registered. Providers who are not licensed or registered are offering illegal and potentially dangerous child care.

Child Care Information Sessions

To provide child care providers with information and to answer child care questions, join the informational sessions occurring the last Thursday of every month at 6:00 pm.  

Each month a child care branch/program will share news and updates. Submit any questions or comments you have during the registration process. Answers will be provided during the Information Session or emailed to you directly.

New software identifies Maryland’s childcare deserts

New software identifies Maryland’s childcare deserts

BALTIMORE — Maryland researchers have identified areas in the state where childcare providers are scarce using new computer software.

These areas are known as “childcare deserts” because there are “not enough childcare programs in a community to meet the needs of the children who live in that community,” communications director Doug Lent said.

They are defined by the greater than 3:1 ratio of children to childcare providers.

And they are prominent in three Maryland counties: Garret, Cecil, and Somerset.

The reason so few childcare providers exist is because the pay for childcare is low, and economic pressure from the COVID-19 pandemic likely led to the reduction in providers, Lent said.

“They historically have operated on razor-thin margins,” he said. “They are paid very, very little.”

The absence of child providers can have a severe impact on children and their families, especially since the first five years of a child’s life are vital for social and cognitive development, Lent said. 

When children have access to childcare programs, they are prepared for their first few years of school and they are more likely to graduate from high school, he said.

Some parents who live outside of Baltimore City say that they have struggled to find care for their children so that they could go to work.

Latajia Chamberlayne said she had to find childcare near her job so that she could return to the office.

“I was taking her before, in the city,” Chamberlayne said. “I worked in Pikesville and I live in Owings Mills, so that was a real bad commute in the mornings. I found her a daycare that’s in my area and not far from my job. So, I’m glad that I was able to find something as quickly as I did.”

Maryland and Family Network and Upfront, a software company that validates and provides access to childcare data, has developed an interactive mapping tool to track the availability of childcare throughout the state.

The company aims to direct lawmakers to areas where investment in early childcare is needed.

How Kinship Helps Your Child

When a child is placed in foster care, the Department of Human Services (DB) will try to find a kinship caregiver. This is the preferred choice as it is based on existing relationships and family ties. This familiarity with people and the environment provides a smooth transition for the child to further development and prosperity.

Similarly, a parent may informally place a child in the care of a relative or close family friend until they can provide a safe and stable environment for the child.

This living space supports the child’s well-being in the following ways:

  • Provides a secure environment.
  • Gives the child time to recover.
  • Reduces stress and minimizes injury.
  • Facilitates setup/transition.
  • Less disruptive to everyday life? academic, social and emotional.
  • Helps the child develop? developmentally, socially, emotionally and behaviorally.
  • Preserves cultural identity.
  • Encourages family ties.
  • Supports and strengthens family ties.
  • Reduces feelings of loss and separation.
  • Helps the child to feel that he belongs to a familiar environment and people.
  • Increases the resilience of the child and parents.

How do you know if a relationship is right for you?

Despite the many benefits and the fact that this is the place of choice for a child who cannot live with his biological parents, it has not been without problems.

Family care can disrupt family dynamics and lead to feelings of guilt, shame, anger, distrust, resentment, and loss.

These feelings and emotions may be experienced by a child, close caregiver or parent.

Relationships can also challenge relationships and last longer than expected.

Before agreeing to take care of a relative or family friend’s child, consider how family care might affect you.

The Children’s Bureau, Office of Children and Families, invites you to ask yourself questions like these to make sure it’s the best solution for you, your family, and your child:

  • Can you take care of other people’s children?
  • Are you ready to take care of these children?
  • How will this affect your family?
  • Will this concern negatively affect your mental or emotional health?
  • Can you help me find a permanent home for my child? It could be your home, a reunion with your parents, or something else.
  • Can you support the child? What are the social, developmental, academic and health needs of the child?
  • Can you contribute to the social and physical development of a child?
  • What support will you need to provide this care?

Your role as a guardian will be to take care of the child and support the parent in times of need.
