Become a Child Care Center-Based Provider

The process for getting a permit to operate a child care operation in Texas is designed to protect children by building a cooperative relationship between the Texas Health and Human Services Commission and the applicant. Please become familiar with general requirements, rules and resources before you apply

Step 1 – Attend a Licensed Center Pre-Application Class

Contact your local Child Care Regulation office to get dates for pre-application classes in your area.

Step 2 – Become Familiar with Required Materials and Helpful Resources

You will receive an information packet during your pre-application class. The contents of information packets vary by location but will include supplemental forms to complete the application process, as well as contact information for local Child Care Regulation staff.

Please review the following links to learn more about some of the things you will need to consider when applying to become a child care provider

Licensing Requirements

CCR regulates child-care offered in center-based and home-based operations. Child care includes the care, supervision, training, or education of an unrelated child or children (13 or younger) for less than 24 hours per day in a place other than the child’s own home. There are three types of center-based operations: licensed child-care centers, before or after-school programs and school-age programs.

Background Checks

Certain persons at child-care operations are required to complete a background check, which may include a Central Registry (child abuse and neglect registry), FBI, and a sex offender registry check. Background checks must be completed before a person provides direct care or has direct access to children in care and on a recurring basis thereafter. If a person has a history of abuse or neglect or has a criminal history, then the person may be prohibited from being at a child-care operation.

Minimum Standards

Child Care Regulation develops rules for child-care in Texas. Each set of minimum standards is based on a particular chapter of the Texas Administrative Code and the corresponding child-care operation permit type. Minimum standards are designed to reduce risk for children by providing basic requirements to protect the health, safety, and well-being of children in out-of-home care.

Liability Insurance

Insurance coverage is an important protection for your business. Child Care Regulation requires applicants for a licensed child-care center, before or after-school program, or school-age program to obtain proof of coverage before Licensing issues a permit. Learn more in the Texas Administrative Code.

Application Materials

Your complete application packet includes the application form, application fee, and other supplemental forms and documents. For example, a Plan of Operation, including policies and procedures, is a document that is a key part of the application for some licensed operations. It requires your time and attention. It is your written plan showing how you plan to comply with minimum standards. For example, it needs to include information about who is responsible for ensuring minimum standards are met at all times, the physical facility, activities, child to caregiver ratios, safety, and sanitation.

Application Inspection

After you submit a completed application, Child Care Regulation staff will conduct an inspection to ensure you and your operation comply with the applicable law and minimum standards. Licensing staff periodically inspects your operation to make sure it continues to meet minimum standards. After you operation demonstrates compliance with minimum standards, Licensing staff will issue you an initial or full license.

Technical Assistance

Child Care Regulation staff will assist you every time you need it. We will support you at your pre-application class, at every inspection, over the phone, and on-line. We encourage you to use the forms and documents created for you. Visit the on-line Technical Assistance Library.

Fees

CCR is required to charge fees for processing applications, issuing permits, and conducting background checks. CCR also collects an annual fee that is due each year on the anniversary date of the issuance of your license. The money from fees is deposited in the state’s general revenue fund.

Compliance History

Information about your home and its compliance history will be available to anyone on our public Search Texas Child Care website.

Zoning, Building Codes and other Legal Requirements

In some areas, you may need to meet zoning, building code, home owner association, and other requirements concerning the location and construction of a child-care operation. These are not licensing requirements, but you may have to meet them before local authorities will perform fire and sanitation inspections.

Chronicles of children’s hell: a scandal breaks out in one of the preschool institutions of the Moscow region

Fans of the famous Marquis de Sade showed up in a kindergarten in Krasnogorsk. The educators of this children’s institution applied strict measures of education to the kids. Now they will have to explain themselves to the employees of the Investigative Committee.

PHOTO: Gennady Cherkasov

children are often naughty and do not want to go to kindergarten, so when little Mila (name changed) told her mother that the teacher was strangling her, she didn’t believe it right away, but she saw in the parent chat that other children also tell all sorts of horrors about their teachers. According to them, they were often punished for some trifles, scolded and even beaten.

Then Svetlana Stenkina decided to use a trick and put a voice recorder inside her daughter’s favorite toy. After listening to the recording at home, the poor woman’s blood literally boiled in her veins from indignation and resentment.

Kindergarten No. 17 is located in Bolshoy Putilkovo, a new district of Krasnogorsk. In fact, this is a whole children’s town – the institution has as many as 5 buildings, the last one was put into operation quite recently. And many parents dream of sending their kids there, although this is not easy – there is a queue in the kindergarten. Firstly, there are special groups for children with speech delays and mental development, and secondly, according to the website of the preschool institution, the employees work on innovative educational programs. Of course, the fact that they are so innovative, mothers could not even imagine in a nightmare.

Tatyana Loginovskaya’s son categorically refused to go to the group, so the mother decided to watch through the glass what was going on there. What he saw explained a lot in the behavior of the child: the nanny, when the baby came up to ask something, rudely pushed him away. The horror on the face of the child and the speed with which he recoiled from the adult aunt who swung at him convinced the mother that this was not the first time this had happened.

Both children, Tatyana’s son and Svetlana’s daughter, went to the same speech therapy group.

“When I listened to the dictaphone recording, I was simply in shock,” Svetlana Stenkina later told TV reporters. “The workers cover the children with a three-story mat.”

“Eat a tattered goat”, “I’ll tear off your legs now”, “I’ll beat you” – this is not a complete dictionary of vocabulary, which the mother managed to record with the help of a hidden voice recorder.

As soon as the dictaphone record was shown to the head of the kindergarten, she immediately fired the “lit up” nanny. But, according to the kids, other employees of the kindergarten behaved no better. Therefore, the scandal could not be hushed up.

The Main Investigation Department of the Russian Investigative Committee for the Moscow Region opened criminal cases under Art. 156 and 293 of the Criminal Code of the Russian Federation (failure to fulfill the obligations of raising a minor, negligence). And the head of the department took this case under personal control: acting. Head of the Main Investigative Directorate of the Investigative Committee of Russia for the Moscow Region Ya.A. Yakovlev will have to report to him on the progress of the investigation.

Unfortunately, the case of rudeness and violence against children in a preschool institution in Krasnogorsk is far from the only one. Many parents in the comments to this story on social networks wrote that their children were in similar situations. This is especially true for the smallest, who, due to their age and speech problems, cannot even complain to their parents.

“The caretaker took my child out into the corridor because he was not sleeping and left him standing there all the time during quiet hours until the other children wake up,” writes one of the mothers.

“I, too, like going to the garden, so my son is hysterical. I used to think that I was just acting up, but now I thought, what if he also gets it there? another worries.

And one of the parents admitted that everything described in the kindergarten in Krasnogorsk very much reminds her of her own childhood: “So many years have passed, and nothing has changed in our kindergartens. Why do these people go to work with children if they hate them so much?” she asks a reasonable question. 0005

According to child psychologist Maria Sivakova, only total video monitoring of their work can protect children from violence by kindergarten teachers.

“There should be cameras in all areas and employees should be aware of this. And those who are caught on the fact that they treat their pupils rudely should be fired not of their own free will, but as completely unsuitable for working with children. Some teachers like to justify their aggression by saying that the children took them out, that they behave terribly, and so on. But in their labor contract it is written that the teacher is obliged to find an individual approach to each child, including difficult, “uncontrollable”. And if you don’t know how or you don’t have enough patience and endurance, then you need to change your profession. I had to deal with children who were bullied by kindergarten teachers. Many of them then began to stutter, they developed enuresis and other problems, and it is very difficult for a psychologist to work with them, because they do not trust adults.
