True, in court their arguments were weak and very specific: they tried to prove that the second amendment to the US constitution, which gives the right to weapons, applies only to the military, police and militia (civilian militia). And that the amendment doesn’t apply to the District of Columbia because it’s not a state. The arguments were found unconvincing, and they lost the court.

In Soviet-era Russia, such a formulation of the question would have been impossible. Already during the Civil War, the authorities began the total disarmament of the population, which had time to thoroughly arm itself during the social cataclysms. Rifles and revolvers were subject to surrender, and those who hid them were severely punished. Having decided that the “citizens of the Land of the Soviets” did not need weapons, access to them was opened only for hunters. Fans could buy smoothbore guns, but fishermen were allowed rifled ones – including Mosin rifles, the Winchester M189 rifles left after the Civil War5 and captured (after the Great Patriotic War) Mauser M98 carbines. Some of them were converted into hunting variants. Big trouble could be obtained for an unregistered hunting knife, and folding automatic knives (switch) were generally prohibited. And if the criminal was not afraid to go to jail for injuring his victim, then civilians preferred to suffer themselves than to fall under the millstones of the law.

While ordinary Soviet citizens were unarmed, a rare criminal “went to work” without armed with a knife, awl, screwdriver or sharpener. Some even had revolvers or pistols obtained by one known method. But with the collapse of the USSR and a sharp increase in organized crime, with its habit of arranging “showdowns” with the use of machine guns, weapons legislation in the post-Soviet republics was relaxed. In particular, in Russia and Ukraine, almost everyone can now purchase hunting weapons – if he has no criminal record and is not registered. Exactly the same rules apply in almost all countries, with the possible exception of the DPRK, so hunting weapons (everything related to it) is the most accessible arsenal on the planet. But not all Russians took advantage of this right – so far there are about five million registered “trunks” of various models in the Federation.

Buying guns in most North American states is no more solemn than buying potatoes.

Since the beginning of the 1990s, our gun shops have been flooded with a host of domestically produced novelties, and an even greater number of well-known Western models – and their Chinese clones. And now the good old “shotguns” occupy only a few shelves. But magazine shotguns became popular: manual reloading (pump-action) and automatic (Saiga type). Which, being equipped with cartridges with buckshot, can become a powerful military weapon. Actually, in the West, the shotgun has long been in service with the police and even the army.

And now look at the stand with 22-caliber rifles for low-power cartridges of 5.45–5.56 mm. Actually, this is a sports weapon for training and recreational shooting at the shooting range. If you manage to hit a running hare or a flying duck from it, you can safely demand the Voroshilov Shooter badge. Well, going with such a weapon to a boar or a bear is just suicide. Therefore, it is not clear why it is considered a hunting one. But as a self-defense weapon for defending a house or apartment from thugs, it fits perfectly: weak ammunition reduces the chances of inflicting fatal wounds or accidentally killing a neighbor peeping through his door peephole across the street.

In Europe and the USA, rifles and carbines chambered for slightly more powerful pistol cartridges (9×19 Luger / Parabellum, 40 S&W, 357 Mag, 45 ACP) are explicitly called civilian weapons. For example, in the United Kingdom, where gun ownership restrictions exist, the Armalon PC carbine in this class is one of the few self-loading rifles available to the general public. In Germany, where the laws are more trusting of their citizens, the Heckler-KochSL-8 self-loading rifle chambered for the 5.56 × 45 mm Remington live cartridge is produced at their service – once created specifically for the M-16 rifle. However, a similar carbine can also be purchased in Russia, but for some reason we try to avoid the name “civilian weapon”.

Probably, someone will have a reasonable question: why can you buy carbines for a rifle cartridge from us, but not for a pistol cartridge? Everything is very simple – the free sale of pistols and ammunition for them is prohibited in Russia, but permitted rifled hunting rifles are loaded with 5.56 mm (M-16), 5.45 mm (Kalashnikov) and 7.62 mm cartridges. True, to call them hunting somehow does not turn the tongue. In some, you can immediately recognize the combat SCS and even SVD – slightly modernized. And the elite European-made hunting rifles, which have high accuracy and firing range, even surpass army sniper weapons in these characteristics. Thus, every citizen of Russia, Ukraine, Great Britain or other countries where restrictions on the possession of weapons are imposed can, if desired, be equipped no worse than an infantryman of the Second World War.

At the same time, the owners of this arsenal have proven themselves to be very law-abiding citizens. Legally purchased and registered guns rarely become a weapon of crime. It is possible that a rifle gives rise not only to a sense of power (as Mao Zedong said), but also a sense of responsibility. It would seem that this is an argument in favor of expanding gun rights. However, there are objections here. After all, long-barreled weapons always remain in the house or in the trunk of a car, they do not roam freely along the street. And who knows how a man with a gun will behave in a crowd?

Only a sufficiently dexterous and well-trained fighter can effectively use a stun gun in a street brawl.

Dangerous toys

In countries where the possession of handguns is prohibited, a wide range of “non-lethal” weapons are offered as a means of personal self-defense that can be carried with you. There are three main groups: gas, electroshock and traumatic. However, they are also popular where firearms can be purchased – for example, in Germany and the USA they are purchased by those who, in which case, are afraid of exceeding the limits of self-defense.

However, let us immediately clarify that, after a sad experience, significant restrictions were soon imposed on stun guns. Because, on the one hand, their use has caused many deaths in people with an unhealthy heart. And on the other hand, their owners, who forget about safety rules, were at no less risk. Therefore, the limits of their power were set – and in this form they went to the store shelves. In Russia and Belarus today, every adult citizen can purchase stun guns, of which the Osa series is the most famous. Whose name best describes his action: it hurts, but it is almost impossible to “knock out” the attacker. In addition, the shocker still needs to manage to touch the villain in a place unprotected by clothing.

Gas weapons turned out to be not much more effective – cartridges, sprayers, gas pistols. Since the chlorobenzylidenemalononitrile (CS) and dibenzoxazepine (CR) used in them cause only mild irritation and tears. Peralgonic acid morpholide is more effective, but it is banned in many countries.

But Russia is simply super-liberal in this respect: the world’s most powerful samples of civilian “pocket” traumatic weapons, known under the names “Osa” and “Aegis”, are freely sold here. 85 J of their reinforced 11.6-gram bullets are enough to knock down and leave huge hematomas on the body. In some cases, the case ended in death.

However, there is no permit for civilian weapons here either. And it probably would have been if at some point some owners of illegal weapons had not decided for some reason that in their hands … toys. And they would not start irresponsibly using them in quarrels, in order to shoot at a passer-by or a dog they didn’t like, or just to “have fun”. And this is already a serious reason to take away these “toys” from overage children by tightening gun laws.

Pistol doesn’t fit in pocket

Meanwhile, a fierce dispute between opponents and supporters of weapons is taking place in the world, which mainly concerns the right to own and carry pistols and revolvers. In some countries, his supporters won: in Bulgaria, Brazil, Lithuania and Latvia, Hungary, Mexico, Moldova and Italy. One of the initiators of the legalization of pistols, Italian Minister of Justice Roberto Castelli (Roberto Castelli), summarized the adoption of the relevant law in 2006: “From now on, criminals will have more reason to fear, and the victims of aggression will have fewer problems.”

The observation deck near Kennesaw (USA, Georgia) offers a serene view of this quiet provincial town, where every law-abiding resident keeps at least one gun at home.

At the same time, the legislation was tightened in Australia, Great Britain, Ireland, Canada and a number of other states. The main arguments of the opponents of weapons are the groundlessness of excessive militarization where it is not necessary, and the desire to reduce the level of violence where it is too great. In addition, they are supported by the increased cases of the use of weapons by “crazy” who shoot classmates or passers-by.

The most interesting in this regard is the United States, where each state and city has its own gun laws. From gun-banning Chicago to Kennesaw, Georgia, where local law requires residents to have at least one gun in their home. At the same time, if Chicago, as in the days of gangsters, is suffocating in crime, then in Kennesaw from 1980 to 2000 only one murder was committed with the use of firearms. States that legalize handguns have a much lower crime rate, while states that do not allow guns have seen an increase in looting and violence. Which is not surprising, because most robberies and attacks take place on the streets, which means that if a person does not have the right to carry weapons with him, he has nothing to defend himself with. What’s the use of keeping a gun at home if danger lurks in an alley or park!

All this is used in their arguments by the American gun rights advocates. According to well-known American journalist Cary Clack, firearms are used for defense several times more often than for villainy, and statistics show that gun owners are much less likely to become victims of robberies and attacks.

On the other hand, weapons are becoming a tool for settling scores during family quarrels, accidents are on the rise, and 58% of Americans who die from them are suicides, who were pushed to a fatal step, among other things, by the availability of such a quick way to die.

Both in America and in Russia there are a lot of people who like to just shoot – in their basement.

But while politicians and public figures are arguing, citizens are arming themselves if they deem it necessary. As a rule, for self-defense purposes in the USA and Europe, small-sized models are purchased. Agree that walking down the street with a huge two-kilogram “S & W 500” in your belt is simply inconvenient. Yes, and it is very dangerous to use it for self-defense – you risk shooting through the robber, and at the same time a couple of passers-by who find themselves behind him. Therefore, for beginners scratching their heads in an American gun store, a smart salesman will immediately offer the best civilian option – the Smith & Wesson short-barreled revolver. This is a whole range of barrel lengths from 48 to 54 mm, under the popular ammunition 38 Special and 357 Magnum, as well as 32 H & R Magnum and 22LR (5.6 mm). Five or six rounds in the drum (or eight in 22LR caliber) is enough to repel an attack, and the low bullet speed reduces the risk to others.

However, pistols are still preferred in Europe. Among the local civilian models (in Germany, Italy and Finland “army” are prohibited for free sale), the most positive ratings are very compact and very successful Austrian “Glock 26” (only 560 grams). Nevertheless, this “baby” holds 10-12 rounds of 9 mm caliber.
