Study reveals wide shortage, huge cost of child care in Orange County – Orange County Register

It remains to be seen how the coronavirus pandemic will affect child care needs in Orange County, but a new study shows the issue was a problem even before the virus.

Initial findings from an analysis commissioned by First 5 Orange County, the local Children & Families Commission, show that before COVID-19 the county suffered from a profound shortfall in affordable, licensed child care.

A particular gap was found in the kind of care that could help working parents with young children, from infancy to 2 years old.

For every licensed child care slot in Orange County, there are 21 infants and toddlers. Even if only one-third of those young children needed out-of-home child care (an assumption based on the idea that two-thirds of the children have a parent or other caregiver at home) just 14% of the kids would have access to it, according to the First 5 analysis.

But beyond availability, the study also found that the cost of child care is an impossible hurdle for many in Orange County.

Full-time, center-based child care for an infant or toddler runs an average of $15,650 a year, while the annual cost to care for a pre-schooler is $10,000. That means a family with two young children in full time care spends an average of $26,150 a year.

The suspicion is that coronavirus will only widen long-standing gaps in the local child care system.

Called “The Orange County Child Care Landscape Analysis,” the first part of the First 5 report uses data gathered over a six-month period that ended in February, right before COVID-19 created a new set of child care problems for many families.

The emphasis is on understanding the types of care available for young children and the public funding that helps pay for child care vouchers and early education programs. The study also looks at key providers and partners in the local child care system.

Specifically, the research — conducted for First 5 by consultant NP Strategies — has found:

Nearly 22% of Orange County’s population of 227,278 children ages 5 and under are infants or toddlers.
Some 60% of parents and other potential caregivers in households with children ages 0-4 are working.
The biggest demand is for full-day care. Parents also need flexible hours.
There are licensed child care slots for only 5% of the county’s infants and toddlers and 70% for preschool-age children (3- and 4-year-olds).
The economics of caring for infants/toddlers is a disincentive for providers.

Using information retrieved from the state’s Child Care Licensing Program, and by calling around, researchers found that nearly half of the county’s licensed providers — about 2,400 programs — were closed from the middle of March into early June. Providers that have reopened now typically operate at reduced capacity in order to meet social distancing guidelines.

Licensed programs in the county are divided about evenly between center-based child care and home-based, or family, care. The big unknown is what is happening with more informal, unlicensed care provided by relatives and acquaintances, the sector of the child-care system that covers the most kids.

“Family, friends and neighbors; that’s where the moving and shaking is and that’s where most of our kids are,” said Kim Goll, president and chief executive officer of First 5, which oversees allocation of Prop. 10 tobacco tax funds in Orange County for services to children ages 0 to 5 and their families.

The other unanswered question: How many licensed child care providers will remain out of business after the pandemic eases?

While she believes it’s important to offer more child care options for families with infants and toddlers, Goll said it is also important for that care to be effective. Such care, she said, should provide the kind of intellectual stimulation that’s essential to early childhood brain development.

Goll expects the three-phase study to be completed by June, and First 5 plans to hold webinars to share and discuss the report’s findings. Those webinars will include a variety of stakeholders, including families, child-care providers, school districts, civic leaders and community organizations.

Much of the initial research came from third-party data, such as demographic figures and Census projections, as well as information from such sources as state and county departments of education, federally-funded school and social service programs, and state licensing. Child care providers also were contacted directly.

One family child care provider in Anaheim that operates nearly round the clock is quoted as telling researchers that most of the parents contacting their business are seeking infant care and non-traditional hours of care, such as overnight or on weekends — something that child care centers typically don’t offer.

“We are not open on Sundays,” the home-based provider is quoted as saying, “but we consistently have a lot of demand for the weekends. ”

The second part of the analysis will look at how child care needs — and shortages — affect local employers and the county’s economy, as well as emotional and financial effects on working parents and caregivers. That research will involve interviews with child care providers, businesses and families. First 5 is working with the Orange County Business Council to reach and survey employers.

The study will wrap up with recommendations on how to meet the challenges that working parents and providers face as they try to care for children.

Goll declined to discuss what those recommendations might be, saying more research is needed. But she said the shakeup caused by the pandemic might be providing a chance to reshape a local child care system that’s struggled for years.

“This might help guide the rebuilding of child care,” Goll said. “We might actually be able to learn how to make investments in this system in a way that it won’t be so vulnerable next time with whatever comes our way. ”

Our school is located in a detached single-family home in the brand new “Eastwood Village” in Irvine. It is a two-store house with the entire first floor dedicated to the childcare. This ground floor includes with two large living rooms and a separate area for nap time. It has a lot of natural light and fresh air. Placing our daughter at Little Explorers was a great decision for us over choosing a nanny because it really helped our daughter transition from being at home to going to a full time day care. The time our daughter spent at Little Explorers was so positive and it was so difficult for us to take her out when the time came to begin a full time daycare/school program. My mother is a daycare teacher of 40 plus years and came with us when we originally took a tour of the school. Side note her daycare is too far and the age limit starts at 2 years old. She said, “if it’s a right fit, you will get a good feeling when you visit the school.” Well, we got that good feeling.

I am a prodigy of daycare and I feel it is so important for social skills, behavior, and development. With that said though not every daycare is the same. When we started looking at schools some had way too many kids per teacher, a year waiting list, and high rates. Here we feel like our son gets enough attention and care he needs. Knowing our son is in good hands puts us at ease (especially being first-time parents). Every time we drop him off and pick him up he has a smile on his face and is excited to be there.

We couldn’t have asked for a better layout of the house, which includes the cribs location and blackout curtains, the type of toys, books, indoor and outside play area, and activities. We are glad they do not have bouncers or walkers, we do not have these in our home as well, as they could delay development.

We love that the kids get a lot of outside play time and fresh air. They have been accommodating in allowing us to bring breast milk and homemade baby food. They always keep us informed about his day, any new milestones, how well he ate and slept. My son loves playing with the other kids and developmental toys. I could keep going on and on about all the good things that Julia and Vlad do for our son. They truly are amazing and so important to our family and our sons future.

The home is so warm and cozy. The minute you drop them off they greet your LO with a big smile. They have all the best toys and keep the kids always interacting in new ways. Everything is kept super clean and sanitary as well. I know he’s made so many new friends and he’s always so happy to go every morning!

Julia cooks up the most delicious food for them and it’s all ORGANIC! My wife and I were so happy to hear that as it’s important to us. Vlad and Julia are always sending us updates of how much fun he’s having and the new things he’s learning which makes us as parents feel a lot better.

I can keep going but I’ll just say we went through a bunch of daycares and are truly blessed we found them. Julia and Vlad are on another level and we can’t wait to see what’s next!

I love Little Explorers and I can tell my son enjoys going here! The family is warm and inviting and they genuinely care for my son. The space is beautiful, clean and all toys are carefully curated. I love how my son can easily go from inside to the outdoors anytime he wants! They also use real cribs here with black out curtains which I love! The activities they provide for my son are educational and fun. I would highly recommend this daycare!

My husband and I were looking for the right mix of one on one attention and care along with a comfortable learning environment that would help our son thrive. One of our main concerns was finding the right fit that felt right. From the moment we walked into little explorers toddler care we immediately felt the warm of Julia and Vlad (the schools main instructors). My son gravitated immediately to Ms. Julia. You could feel how much they truly care for the children who attend there. They are also parents themselves and understand the importance of finding the right care for their little ones. We really wanted to focus on my son’s development, social skills with other children, and his academics. Even at a young age my son thrives off of routine and learning. One thing little explorers emphasized was teaching and development. The program Julia and Vlad have put together is thought out and carefully executed. This is a great school for anyone looking to provide their child with a lower ratio of teacher to child care with the warmth and comforts of home. Little explorers is no babysitter but a small but well rounded in home early learning center that provides the luxury of home with the aspects of a larger Montessori. It’s a great place to send your toddler especially between age 2-3 when so much development takes place and there is a great need to help those little brains grow, learn, explore, and have fun! I’m so glad my son goes here. It’s been the best experience and transition for our family. My son has been going there for 6 months and absolutely loves it! Daily reports, updates, and photos of our child’s progress are provided and their is an open line of communication between parents and teachers.

My husband and I love this place. Our daughter has been going to this day care for last two and half months now and I can definitely say she likes it there. I came across this day care on yelp and it was fairly new. So I had my concerns but when we took a tour of this place and met Julia and Vlad, we knew this was a best fit for our daughter. It’s a family run day care. They have less number of kids which means more attention to each of them. I also like the selection of the toys they have and the quality of the meal they provide to all the kids. Julia and Vlad are very patient with all the kids around there. Our daughter misses all her friends and Miss Julia over the weekend, which is a good sign. What I like the most about them is the way they keep sending us the updates, pictures during the week. Also, when we go to pick her up in the evening, they give us details of how much she ate, slept, played and all. I can go on and on about Julia and Vlad. I am happy that we made a right decision by choosing this place.

The greatest development is achieved during the first years of life, and therefore it is then that the greatest care should be taken. If this is done, then the child does not become a burden; he will reveal himself as the greatest marvel of nature.

TK/LEARNING BRIDGE

TK/Learning Bridge Program

Learning Bridge is a structured, academic enrichment program that reinforces concepts taught in your child’s classroom-based on state and district standards. This expanded learning program operates on all school days from TK dismissal until all school dismissal. Extended childcare also available until 6pm. SAFETY POLICIES

Parents/guardians will check-in and pick up children outside of child care rooms.
Parents/guardians will need to confirm health statements prior to sign-in.
All children will be subject to contactless temperature checks.
Any child exhibiting signs of an illness cannot be accepted.
Face coverings for childcare participants are required. All children are required to have a face-covering readily available at the center. Face coverings will be made available to anyone who arrives without one.

An non-refundable registration fee is due at the time of enrollment, and yearly in September thereafter. Any time a family drops and returns to the program this will result in a new registration fee.

HOLIDAY BREAKS & PUPIL FREE DAYS

Holiday Breaks and Pupil Free Days – What you need to know!

Pupil Free Days – The YMCA offers full-day child care on specific singular days when school is not session. These singular days are included with all full-time monthly fees and with part-time fees as long as the pupil free day falls on one of your regularly scheduled days. If the pupil free day does not fall within your current part-time schedule, an additional fee will apply. These days the Y will offer curriculum-based activities, outdoor play, and more. Please check with your Y director to see a full list of included days.

Holiday Breaks: The YMCA offers full-day child care on specific weeks when school is not in session. All children are welcome to attend and participate in curriculum-based activities, outdoor play, and more. If you are a full-time family, these days/weeks are included with your monthly fee of $650. If you are a part-time family these days are not included in your monthly fee. If you would like to enroll your child to attend any of these days/weeks, please speak with your site director. They can discuss with you the additional fees required and provide you with will all the necessary paperwork. The Holiday Breaks schedule include:

What are the additional fees for Holiday Breaks? Part-time families who wish to attend full-days during the holiday breaks will transition to the $650 per month plan for the specific set of days, the amount will be pro-rated, and the plan will automatically revert back after the days have been completed.

Will I have to pay an additional registration fee? No additional registration fees will be required to change from part-time to full-time for Holiday Breaks.

Will I lose my spot in my regular part-time program if I make this change? No, the change will only be for the specific requested days/weeks. Once those have been completed, you will automatically revert to your regular schedule, unless otherwise discussed differently.

Summer Break. The YMCA provides Summer Day Camp programming on school campuses during the summer school break. We offer full-time and part-time options. Where to live in Orange County, California

Orange County (or simply OC) is located in Southern California. The closest metropolitan areas to the area are Los Angeles and San Diego, but they are already in their own counties (districts). Each district has its own administration, ministry of education, and so on. So, for example, when quarantine broke out in 2020 and all schools went online, Orange County schools returned to on-campus training in October 2020, and Los Angeles schools only by the end of the academic year – in May 2021. At the same time, the districts are still divided into districts (districts). Therefore, the first school day in schools from different districts will be on a different day. Likewise with holidays.

By the way, Disneyland is located in Orange County, and not in Los Angeles, as many people think.

Orange County, like any county, consists of many towns. How to choose a city for life?

Let’s figure it out. I will write general information and some of my thoughts, since I have been living in OC for almost 10 years. Plus, in the article you will find useful comments from the post that I wrote on my Instagram.

Cities of Orange County

The text will be diluted with pictures, but they will not differ much from each other, since outwardly OS cities are similar to each other – such a classic one-story America. We will pay a lot of attention to schools, as this is an important moment for families with children and it should be borne in mind that in areas with good schools, housing will cost more. Also, the cost of housing is strongly influenced by remoteness / proximity to the ocean and the view from the window.

Irvine

Many people hear about this city. One of the safest cities in the OS. Often rated as one of the best places to start a business, helping OC to consistently remain one of the fastest growing job markets in the country. I would call Irvine the OS business center, there are offices of Google, Amazon, Toshiba, as well as medical companies Endologix and Johnson & Johnson Institute.

Famous for its good schools, university, spacious streets, large parks. There is a lot of competition in schools among children from countries with high marks. Due to the fact that there are many such children, the ratings of schools are very high, but it is not easy for Russians even for very smart children.

Housing prices are high and houses are close together. There are quite a lot of Russian speakers in Irvine, although in the last few years there have been more of us here in the OS in principle 🙂

Quite often it happens that people first move to Irvine , then, after looking around, they move to other towns, depending on personal preferences and financial possibilities.

I also lived in Irvine for 5 years and really missed the big city, but in 2011 while the rates were low, and the credit was not broken, I decided to buy a house and moved to Laguna Niguel . Already 10 years in the southern OS, and have never regretted it. In 2015, she discovered Ladera Ranch . In Lader, in addition to other gingerbread, I like that living in one community, you get access to the club houses and amenities of all the communities in this city. I often hear Russian speech, and in San Juan Capistrano I constantly notice different license plates that betray ours.

Aliso Viejo

The crime rate in the city is even lower than in Irvine. The city is quite young, it was founded in 2001 (In comparison – Irvine in 1971). The city is small, but cozy, with good schools. Shops with Russian products in 10-15 minutes drive. The same goes for the ocean: 15 minutes by car to Laguna Beach, 20 minutes to Dana Point. Our people love this city, in parks or in shops you can often hear your native speech.

Aliso Viejo

Lived in Aliso Viejo for 4 months, Kids went to 9/10 school in Laguna. Wonderful area, very calm and quiet, clean, lots of playgrounds and parks, hiking trails, shops. I would love to live there!

Mission Viejo

The city was created as a residential area. The city is not young, not all schools are good, so when choosing housing, you need to carefully study the rating of schools.

There is a cool lake in the city where open-air movies are shown in the summer, but you can’t get to this lake just like that, the entrance is with passes. The city organizes many events for different age groups, from children to grandparents.

Mission Viejo Lake

We were leaving Irvine for Mission Viejo, but I couldn’t live there. Bored and the village for me. We returned to Irvine.

Laguna Niguel (Laguna Niguel)

Nice quiet town 8 kilometers from the ocean. Good schools, parks, lots of hiking trails. The city was founded in 1989.

Do not forget that the proximity of the ocean is the most important attribute in creating a comfortable climate. Temperatures in Aliso and Irvine can easily differ by up to 10 degrees in summer. We ourselves once fixed the difference between Aliso and Ladera at 20 degrees. Well, the humidity is also not comparable. Despite the heat, we have never turned on the air conditioner in Laguna Niguel

San Juan Capistrano (San Juan Capistrano)

A very pretty city, you can feel the Spanish spirit in the buildings. The city has a very nice downtown and great cafes.

Families with children who value a good public school rarely choose San Juan Capistrano as a place to live, as the rating of schools in the city leaves much to be desired: elementary schools 3/4/5 points out of 10, secondary schools 5-6 points and high school school – from 3 to 8 points.

If you don’t live, then definitely come here for a walk.

We chose San Juan Capistrano because:

1) 7 minutes from the house the ocean and all sorts of different beaches;

2) there is a gorgeous bike path from the house to one of the best surf spots;

3) near the city center, where the old mission and wonderful places with restaurants;

4) everything is 5 minutes from home, including San Clemente – my favorite place in the OS;

5) away from Irvine & Co.;

6) we also have great trails straight from our community, ie. morning run, afternoon hike and evening promenade in one 🙂

Laguna Hills (Laguna Hills)

There are special housing offers for those over 65. Young families or families without children settle here less often.

Santa Ana

According to demographic reports, 80% of the city’s residents are Hispanics. They have a friendly community. Ours don’t stay there very often. Housing is cheaper, but the schools there are so-so.

Santa Ana, in my opinion, the crime center of Orange County.

Fan fact: homeless people are forbidden in Irvine, if someone wanders, they are taken to Santa Ana and taken away.

Similar story with Westminster is the largest Vietnamese community outside of Vietnam and I don’t know a single Russian speaker who lives there.

Yorba Linda (Yorba Linda)

A nice town, with pleasant housing prices (compared to coastal cities), but ours rarely settle there due to the remoteness of the city from Irvine and other cities.

If parents want to support the Russian language in their children, then you need to attend different classes with Russian-speaking teachers, and all these classes are mainly concentrated in Irvine, Aliso Viejo – you won’t run into them from Yorba Linda.

Yorba Linda is next door to us. It is often referred to as the Beverly Hills of OC. The prices are exorbitant, land plots huge by the standards of the OS, huge manor houses. With stables, etc. The schools are great. My children go to Placentia Yorba Linda unified school district and we are happy with the school (10/10). There are very few Russians, it’s true. We have been here since 2002, almost 20 years.

Rancho Santa Margarita

Quite a few of our acquaintances with children live there. The minus that I heard is far from the ocean and very hot in summer. On the plus side, a lovely lake to stroll around, lower house prices than Irvine, and a beautiful view of the mountains. In winter, when snow falls in the mountains, it’s great to admire them.

Ladera Ranch

Also quite a young city. I know that many families with young children choose it. A very large part of the Russian population has recently moved there from Irvine for the sake of good schools, less population and amenities (parks, swimming pools, clubhouses, tennis courts, water parks.

About Ladera, I would add that here you can walk along the streets and get aesthetic pleasure from very “picture” houses: the architecture is, of course, very different from other areas. There are flower beds in front of each house and the whole town in general is very organic. Lots of hiking trails, 10 pools for residents and a water park! A lot of playgrounds and paved paths to walk with a stroller and with children on bicycles and scooters. Very safe, children go to school on foot unaccompanied by adults.

Ladera Ranch

We left for Ladera from Irvine. Irvine has lost its charm for us, initially it was loved because of its comfort, but now the city has grown in population and is no longer a comfortable suburb, but not a big city either, stuck somewhere in the middle. After we moved to Ladera, we still came there for restaurants, but realized that we had definitely made the right decision, because compared to the villages of the southern OS, the city seemed uncomfortable and poorly planned, for walking and comfort, and all the houses are sadly brown.

In Lader, minus is the space PLA and that this is a sleeping village, but we just wanted comfort and silence. I like that the city is planned as one big park, I have a dog and in this respect walking with him is a pleasure.

Foothill Ranch

A new town with beautiful houses, a bit far from the main freeways, but nice and cozy. One danger is that it is often evacuated when seasonal fires start.

Coastal towns

It’s hard for me to tell the difference here. Housing in coastal cities is expensive, and if you have an ocean view (even if you stand on tiptoe in the bathroom and see a small piece of the ocean from the window), then even higher.

San Clemente (San Clemente) is closer to San Diego. Very beautiful town, a lot of Spanish architecture.

Dana Point (Dana Point) – according to my observations, many families of the older generation live here, although I also know young people with children)

Laguna Beach (Laguna Beach) is a touristic and very creative place. The city was founded by artists in 1920 and this creative spirit still lives there. In Laguna Beach you can find a sea of cool authentic shops, exhibitions, museums. In the pre-Covid times, open-air exhibitions were held every year in the summer. Where there are many tourists, there are many cool cafes and restaurants) The average cost of a house is $1.8 million.

Further across the ocean are the cities of Corona Del Mar (Crown Del Mar) and Newport Beach (Newport Beach). Average home value $1. 9 million (April 2021, prices may be higher now as Orange County has a huge influx of relocators).

Newport, in my corrupt opinion (bribed by fresh air, ocean breeze, beautiful views, proximity to the ocean) is the best place in the OS.

Newport BeachCorona Del Mar

The coastal cities of Seal Beach and Huntington Beach (Huntington Beach) are closest to Los Angeles. Huntington is famous for its long beach, surfing and cute surfers 🙂

I absolutely love all the coastal cities of Orange County❤️ There are mountains here, and in winter they are also snowy and only an hour or two away, the ocean is still warm (compared to Northern California ), lakes, the city is right in the direct understanding of the city as Irvine – everything is here in our Apelsinovka, without false modesty, well, the ideal place for permanent residence. For 7 years in America, there is experience living in Los Angeles in the north and south, in Northern California, San Francisco and the Bay Area, drove around several states in search of the best, but the best is here. The city in the OS was chosen simply – we needed an area with good schools, since we have small children, proximity to the beach, so that we can live without a car and not for big money – we have been living in Huntington Beach for the second year and are very happy.

Tustin (Tustin)

I lived in Tustin – I really liked it, because it’s only 25 minutes from the ocean, it’s nice to walk in Orange Old Town, there are several malls in the area. Rancho Mission Viejo

South Coast Metro

We live in South Coast Metro. This is the area between Costa Mesa and Santa Ana, next to the South Coast Mall. This is a very unusual area for both Orange County and the United States, in principle, too. This area cannot be called a suburb, everything is mixed here – shops, theaters, concert halls, museums, parks, offices, residential buildings, cinemas, cafes, restaurants. I really like the fact that you can walk here and everything is close, you can walk everywhere. Close to the ocean (but you need a car) – 20-30 minutes.

The most important plus is that you can cope without a car. And this is a rarity for Orange County and the USA 🙂 A huge plus for ours is a Russian store 10 minutes away, in Costa Mesa.

The disadvantage of the area is Santa Ana. Consequently, the schools are not the best (although this year a couple of graduates from Santa Ana were admitted to private universities. One girl, even two at once!) The crime rate in Sauce Coast specifically is low, compared to Santa Ana and Costa Mesa—luxury stores predominate. restaurants and hotels, because there are more police guarding all this wealth.

We live in a condominium complex. There are advantages, of course, but not your home. There are also private houses in the area. The average cost of a house is 700 thousand, I think. So, one might say, affordable housing. But! Most of the buildings were built in the 70s-80s. There are new buildings, luxury apartments, but the price is higher and they are mostly for rent, you can’t buy.

What is HOA and Mello Roos tax? This requires significant financial investments. HOA stands for Home Owners Association.

HOA is responsible for the maintenance and appearance of the area. The cost in each state, city, community is completely different – from hundreds of dollars a year to $500-700 a month.

In one place, HOA is only responsible for mowing the lawn, and in another, it is the maintenance of the entrance to the gated community with 24-hour security, color control of the house so that the overall impression is harmonious, decorating the community for the holidays, etc.

Why is there such a large flow of people moving to Orange County? OS really is a separate bubble in California – a place that is safe, clean, no homeless people. Although some homeless people can be found in Laguna Beach, and tent cities in Santa Ana, but compared to the number of homeless people in Los Angeles and San Francisco, OS is just heaven and earth.

Again, when there was a quarantine, schools in the OS began to work much earlier than the schools in LA and SF.

The quarantine measures are the least strict here: if in LA they now require proof of vaccination to get into a cafe, then there is no such thing in OS. Because of this, businesses here suffered less than in metropolitan areas.

Many have already spoken about the weather above in quotes – the climate is very pleasant, comfortable.

Due to the flow of visitors, housing prices, of course, crept up.
