The Mission of Early Childhood in CCPS is that all children will enter school with the readiness skills necessary to become successful learners. Referrals for preschool programs may come through Child Find or through transitions from Infants and Toddlers Programs. Services and supports for children with educational disabilities are identified by the Individualized Education Program (IEP) Team. Based upon individual student needs, preschool services are determined
based upon the least restrictive environment, which may include:- The provision of speech-language services prior to enrollment in school at the child’s home school or community location,
- A CCPS Preschool classroom,
- A CCPS Pre-kindergarten classroom, or
- Other locations based upon individual student needs.
The need for services in CCPS Preschools for children ages 3 – PK is determined by the IEP team. Preschool students with disabilities receive services in a classroom with typically developing peers. Locations are determined by attendance areas which currently include:
- Bay View Elementary
- Cecil Manor Elementary
- Gilpin Manor Elementary
- Holly Hall Elementary
- Perryville Elementary
- Rising Sun Elementary
Services for preschool students are based upon meeting the diverse needs of children with disabilities in the most appropriate environment, building positive relationships with children and families to enhance learning, and providing quality services through the use of developmentally appropriate best practices. Services may include:

Its essence is that the teacher builds relationships with children
selectively. In particular, it focuses its attention on a group of 90,025 students (strong or, conversely, weak), as a locator, captures 90,025 precisely these students, leaving the rest without attention. The reasons
for such an attitude may be different: the teacher is
passionate about the children who are interested in his subject, gives them special assignments,
involves them in circles and extracurricular work,
not paying attention to the rest; the teacher is preoccupied with weak students, constantly deals with them
, while losing sight of the rest of the students,
hoping that they can handle everything themselves;
does not know how to combine a frontal approach with an individual one. Negative consequences – at the
lesson, an integral and continuous system of communication is not created, it is
replaced by fragmented, situational interaction. The pattern
of communication in the lesson is constantly torn, its integral rhythm is disturbed,
there are interruptions in interpersonal interaction, which leads to
destabilization of the socio-psychological basis of the lesson.
