Ah, childcare. The thorn in every working parent’s side. For some of us, it becomes a constant in our minds right after the stick turns pink – “Hey babe, I’m pregnant! So, we need to figure out who will care for this baby after I go back to work.”

It’s no secret that maternity care, coverage, and leave has a long way to go in our country, and unfortunately, the same goes for infant and toddler childcare. Many families continue to struggle to find affordable and appropriate care for their little ones as they head back to work (often, when babies are just 6-8 weeks old).

Whether you decide on a nanny, nanny share, or another in-home provider (like a grandparent or au pair) or decide to send your child to a center-based childcare setting, it’s important to know that your choice is one that you feel comfortable and secure with. In order to help you make the choice best for your family, we’re breaking down a few of the more popular infant and toddler center-based childcare options.

Infants/Young Toddlers

Trying to find childcare for an infant can be a truly grueling process, largely because each center is totally different, so you can’t always compare apples to apples. If you need to start your baby at 6 weeks old, for example, your options may be much more limited than someone starting their baby at 6 months old. Obviously, start dates and hours of operations primarily, along with tuition costs, take precedence for most families with inflexible work schedules and budgets – as it should. But, if you do have some flexibility and are looking at a multitude of options, here’s what we’ve found to be most popular. Of course, where you are located plays a huge role in the types of programs that are available.

 

In-home Daycare

In-home daycares are run out of somebody’s home, as the name suggests. These daycares are required to have licenses based on the number of children in their care and the functional state of their home in order to care for those children. In-home daycare providers typically have a small number of students (based on whether or not they have assistants) in a variety of ages. Many parents love using in-home daycare because of the warm, loving nature of the experience – after all, it’s kind of like being home, but with new friends.

 

Traditional Daycare

Traditional daycares are usually found most everywhere at a variety of tuition ranges – they can be local or franchise-based (like Kindercare or Bright Horizons). All certified childcare centers must follow state regulations and mandates, so things like teacher/student ratio, health regulations, and other basics might be similar across the board.  Their requirements for teacher education levels might vary – teachers may or may not have educational degrees or extended experience with a certain age-group of students.

Usually, traditional daycares are based more on free-play with a variety of age-appropriate resources. They may be few teacher-directed activities through the day or the program may be more child-centered.

 

Academically-focused Programs

Academically-focused programs (like The Goddard School, The Gardner School, or Primrose) are usually largely teacher-directed. At these schools:

  • There’s a variety of activities planned throughout the day, and as babies get older, a more thorough lesson plan is typically implemented.
  • These schools promote education at every level and tend to use child development principles to dictate learning standards within the classroom.
  • Many parents (and children) love these structured environments, while others choose against them due to fewer opportunities for open play.

 

Philosophy-based Programs

Philosophy-based programs tend to vary greatly depending on which philosophy the schools follow. The most popular philosophy seems to be Montessori, and others gaining more attention lately are Reggio Emilia and Waldorf.

  • Montessori programs are based on constructivist learning, or a discovery approach, where children are said to learn from manipulating materials and doing, rather than being instructed. They value independence and include nature and the outdoors as a part of their classroom.
  • Reggio Emilia programs are similarly based on constructivist learning and are very child-centered and student-directed. They have a focus on community and self-expression through a variety of methods.
  • The Waldorf approach appreciates imagination as a major tool that facilitates children’s’ learning and strives to integrate the child’s whole self in the learning process – intellectual, practical, and artistic.

Because these sorts of programs are not trademarked names but particular philosophies, you do want to check and make sure the schools you’re looking at are accredited by each philosophy’s main association (for instance, accurate Montessori programs are accredited by the American Montessori Association).

 

Older Toddlers

Older toddlers have all of the above options, as well as a few more. Once kids are 2-years-old, they usually have access to many of the local care programs that may be available in your community.

 

Park District Programs

Your town or city’s park district might have its own childcare options. Many have everything from parent/child classes, half-day preschool programs, and full-day care options. Depending on your particular care need, park district programs can be a great introduction into a learning environment for your little one.

 

Local Nursery Schools

If your town has a nursery school, ask around about it. I’ll bet it’s BELOVED. Most have been around the town for years and are adored by local parents. These programs are usually half-day but offer a lot of love and community. If you’re looking for a small, sacred learning space for your little one, this might be your best bet.

 

Botanic Gardens/Nature Schools

Our lovely Chicago Botanic Garden has its own Nature Preschool and many other botanical gardens and parks programs do, too. If you want your child to really be one with the outdoors, check out if there are any nature schools in your area. Many start kids as young as 2-years-old, but of course, start ages and program length is all dependent on each program. You’ll have to dress your kids for the weather every day, as they’ll likely spend a lot of time outdoors, but really, can you think of a better classroom?

 

Church/Religious Program

If your family is religious, check in with your local church or temple to see if they offer any schooling programs. Many have their own private schools attached, while others offer smaller daycare or nursery school programs.

Childcare benefits in 2021

In 2021, new rules for the payment of benefits for the care of a child under the age of one and a half years came into force. In this regard, employers and their employees have many questions about the procedure for assigning and paying these benefits.

In 2021, will employers no longer pay childcare benefits to employees, or are there any exceptions?

Starting in 2021, benefits for caring for a child until they reach the age of one and a half years are paid directly from the FSS. Employers no longer participate in the payment of this benefit (part 3, article 5 of Federal Law No. 243-FZ of 07/03/2016). This applies to all employers without exception. Now their duties in exercising the right of employees to benefits are reduced to the formation and submission to the FSS of a set of documents necessary for the appointment and payment of benefits.

Is it obligatory to take an application from the employee for registration and payment of child care allowance or is it enough to send a register of information to the Social Insurance Fund?

Yes, absolutely. Currently, there is a declarative procedure for assigning and paying benefits for caring for a child under the age of one and a half years (part 6 of article 13 of the Federal Law of December 29, 2006 No. 255-ФЗ “On Compulsory Social Insurance in case of temporary disability and in connection with motherhood” “).

The application shall indicate, among other things, the method of receiving the benefit (by postal order or transfer to a bank account opened with a credit institution) and details of such an account. The specified information is confirmed by the signature of the applicant with the date of filling out the application (clause 7 of the order of the Ministry of Labor dated 29.09.2020 No. 668n).

What information and documents must an employer provide to the Social Insurance Fund in order to assign an employee an allowance for caring for a child under the age of one and a half years?

These documents include an application for the said allowance, a birth/adoption certificate of the child being cared for, a statement of the amount of earnings from which the allowance is to be calculated. You will also need a certificate from the other parent’s place of work stating that he does not use parental leave and does not receive the appropriate allowance.

If the other parent of the child does not work or is studying full-time, then you must provide a certificate from the social security authorities about the non-receipt of a monthly child care allowance (part 6 of article 13 of the Federal Law of December 29, 2006 No. 255-FZ). The employer attaches information about the employee to this set of documents (registry of information in electronic form) and transfers them to the FSS.

When must an employer send documents to the Social Insurance Fund that are necessary for granting child care allowance?

The deadline for submitting documents to the Social Insurance Fund for the purpose of paying child care benefits is no later than 5 calendar days from the date the employee applied with the relevant application (clause 3 of Decree of the Government of the Russian Federation of December 30, 2020 No. 2375).

Documents are transferred to the regional branch of the FSS at the place of registration of the employer as an insurer.

Is it true that the period for payment of child care allowance is now limited to the time of application and the child reaching the age of one and a half years?

No, not true. The transition to direct benefits from the FSS did not change the duration of the benefit payment. The period of payment of benefits does not depend on the date of application. The allowance, as before, is paid from the date of granting parental leave until the child reaches the age of one and a half years, and for mothers dismissed during pregnancy – from the day the child is born.

At the same time, it is not worth delaying applying for benefits. The application period is limited. According to the current rules, a monthly child care allowance is assigned if the application was followed no later than 6 months from the date the child reaches the age of one and a half years (Article 17. 2 of the Federal Law of 19.05.1995 No. 81-FZ “On state benefits to citizens with children”).

What should an employer do if a notice has been received from the Social Insurance Fund to provide additional information and documents?

In this case, the employer will have to provide the FSS with the missing documents and information. The deadline for their submission is no later than 5 working days from the date of receipt of the notice from the FSS (clause 9 of the Decree of the Government of the Russian Federation of December 30, 2020 No. 2375).

When will the Social Insurance Fund pay the employee child care allowance under the age of one and a half years?

The initial payment of the monthly child care allowance is made within 10 calendar days from the date of receipt from the employer of a set of documents/registry of information necessary for the assignment and payment of the allowance.

The subsequent payment of the child care allowance will be carried out by the FSS from the 1st to the 15th day of the month following the month for which the allowance is paid (clause 11 of Decree of the Government of the Russian Federation of December 30, 2020 No. 2375).

Do I need to submit documents to the Social Insurance Fund for registration and payment of benefits if the employee has already received childcare benefits since mid-2020?

Yes, you do. From 2021, employers do not pay childcare allowance to employees. Payments are made exclusively by the FSS, and if the employer continues to pay benefits in 2021, then no one will reimburse the amounts paid to the employer and will not count towards the payment of mandatory insurance premiums.

In order for an employee to be able to receive a previously issued child care allowance in the current year, he will need to submit an application to the FSS in the form approved. by order of the FSS of the Russian Federation of November 24, 2017 No. 578. The application is submitted through the employer. The employer attaches to the application the available set of documents necessary for the assignment of this benefit (birth certificate of the child, certificate of the amount of earnings and a certificate from the other parent’s place of work that he does not receive benefits), and transfers them to the FSS.

Documents for child care allowance are submitted to the FSS monthly until the child reaches the age of one and a half years?

No. The legislation does not require employers to monthly send to the FSS a set of documents necessary for the appointment and payment of child care benefits. These documents and information are sent to the FSS once. However, in some cases, employers may still be required to re-apply to the FSS regarding benefits already issued. For example, to recalculate a previously assigned allowance.

In January 2020, an employee was granted childcare allowance up to one and a half years. In February, she provided a certificate of income from a previous job, in connection with which it is now necessary to recalculate the allowance. How to do it?

In such cases, the recalculation of benefits is carried out by the FSS on the basis of certificates provided by the employee on the amount of earnings from previous jobs. When an employee submits an application for recalculation and a certificate (certificates) on the amount of earnings from previous jobs, the employer is obliged to transfer these documents to the FSS.

The employer sends an application for recalculation and a certificate of income to the FSS no later than 5 calendar days from the date of receipt of the relevant application from the employee. Further, the FSS will independently recalculate the assigned allowance for the entire past time, but not more than 3 years preceding the day the certificate of the amount of earnings is submitted (clause 3 of Decree of the Government of the Russian Federation of December 30, 2020 No. 2375).

Is the employer obliged to notify the Social Insurance Fund of the premature loss of the employee’s right to receive childcare benefits? For example, in the case when she goes to work on a full-time basis?

Yes, the employer must notify the FSS about the termination of the employee’s right to receive a monthly child care allowance.

This notice is given when an employee terminates her employment, resumes full-time work, or otherwise becomes ineligible for benefits. The deadline for sending this notification to the FSS is no later than 3 days from the moment the relevant circumstances arise (clause 6 of Decree of the Government of the Russian Federation of December 30, 2020 No. 2375).

How to notify the Social Insurance Fund about the termination of payment for the care of a child under 1.5 years old at the time when the child turns 1.5 years old, and is it necessary to do this?

It is not required to notify the FSS about the loss of the right to receive benefits due to the child reaching the age of one and a half years.

The fund needs to be notified only about cases of loss of the right to benefits, about which the fund cannot find out on its own in the operational mode. For example, when an employee is fired. Information about the total duration of the payment of benefits and the moment the child reaches the age of one and a half years, the FSS receives independently on the basis of the birth certificate of the child.

Will the child care allowance be paid to employees only on the Mir card?

Optional. The method of receiving benefits is chosen by the employee in the application submitted to the employer. In addition to the Mir card, benefits can be received to a bank account and by postal transfer through the organization of the federal postal service (clause 11 of Decree of the Government of the Russian Federation of December 30, 2020 No. 2375).

As for other cards, according to the law, all state benefits paid to citizens in connection with the presence of children, including the allowance for caring for a child under the age of one and a half years, must be credited only to the Mir bank card (p. 4 Decrees of the Government of the Russian Federation of December 1, 2018 No. 1466).
